In recent years, China's equipment manufacturing industry has developed continuously and rapidly, and its industrial scale, technical level and international competitiveness have been greatly improved. It has an important position in the world, and the international cooperation in production capacity and equipment manufacturing has achieved initial results. At present, the global industrial structure is accelerating adjustment and infrastructure construction is in the ascendant. Developing countries are vigorously promoting the process of industrialization and urbanization, which provides important opportunities for promoting international cooperation in production capacity and equipment manufacturing. In order to seize the favorable opportunity, promote international cooperation in production capacity and equipment manufacturing, and realize the economic upgrading of China, we hereby put forward the following opinions.
I. Significance
(1) Promoting international cooperation in production capacity and equipment manufacturing is an important measure to maintain China's high-speed economic growth and move towards the middle and high-end level. At present, China's economic development has entered a new normal, which puts forward new requirements for changing the development mode and adjusting the economic structure. Actively promoting international cooperation in production capacity and equipment manufacturing is conducive to promoting foreign cooperation in superior production capacity, forming a new economic growth point in China, promoting enterprises to continuously improve their technology, quality and service level, enhancing their overall quality and core competitiveness, promoting economic restructuring and industrial transformation and upgrading, and realizing the promotion from product output to industrial output.
(2) Promoting international cooperation in production capacity and equipment manufacturing is an important content to promote a new round of high-level opening up and enhance international competitive advantage. At present, China's opening up has entered a new stage. Accelerating cooperation in international production capacity and equipment manufacturing, such as railways and electric power, is conducive to coordinating the overall domestic and international situations, improving the level of open economy development, and implementing major strategies such as the "Belt and Road" and the "three networks and one integration" cooperation between China and Africa.
(3) Promoting international cooperation in production capacity and equipment manufacturing is an important starting point for mutually beneficial cooperation. At present, the global infrastructure construction has set off a new upsurge, and the process of industrialization and urbanization in developing countries has accelerated. Actively carrying out overseas infrastructure construction and capacity investment cooperation is conducive to deepening mutually beneficial cooperation between China and relevant countries and promoting local economic and social development.
Second, the overall requirements
(4) Guiding ideology and overall thinking. Fully implement the spirit of the 18th National Congress of the Communist Party of China and the 2nd, 3rd and 4th Plenary Sessions of the 18th National Congress, adapt to the new situation of economic globalization, focus on the new pattern of global economic development, grasp the new direction of international economic cooperation, combine China's industrial advantages and capital advantages with foreign demand, take enterprises as the main body, take the market as the guidance, strengthen overall government coordination, innovate the mechanism of foreign cooperation, increase policy support and improve the service guarantee system. Vigorously promote international cooperation in production capacity and equipment manufacturing, effectively promote domestic economic development and industrial transformation and upgrading, expand new space for industrial development, create new impetus for economic growth, and create a new situation of opening up.
(5) Basic principles.
Adhere to the enterprise-led, government-driven, enterprise-oriented and market-oriented, and carry out international cooperation in capacity and equipment manufacturing in accordance with international practices and commercial principles. Enterprises make their own decisions, assume their own profits and losses, and bear their own risks. The government strengthens overall planning and coordination, formulates development plans, reforms management methods, improves the level of facilitation, improves support policies, creates a good environment, and creates favorable conditions for enterprises to "go global".
Persist in highlighting key points and advance in an orderly manner. International cooperation in production capacity and equipment manufacturing should focus on areas with strong manufacturing capacity, high technical level, obvious international competitive advantage and demand in the international market. Recently, with neighboring countries in Asia and African countries as the main direction, according to the characteristics of different countries and industries, various ways such as trade, project contracting and investment have been adopted in an orderly manner.
Adhere to pragmatism, mutual benefit and win-win. Promote China's equipment, technology, standards and services to "go global" and promote domestic economic development and industrial transformation and upgrading. Practice the correct concept of justice and interests, fully consider the national conditions and actual needs of the host country, pay attention to mutually beneficial cooperation with local governments and enterprises, create good economic and social benefits, and achieve mutual benefit and common development.
Adhere to active and steady measures to prevent and control risks. In accordance with the overall strategy of national economic diplomacy, we will further strengthen China's comparative advantages, actively plan and make reasonable arrangements on the basis of fully grasping and demonstrating the political, economic and social conditions of relevant countries, vigorously and orderly promote them, prevent rushing headlong into herd, blind pursuit and vicious competition, effectively prevent and control risks, and improve the effectiveness and level of international cooperation in production capacity and equipment manufacturing.
(6) Main objectives. Strive to basically establish a capacity cooperation mechanism with key countries by 2020, and a number of key capacity cooperation projects have made significant progress, forming a number of overseas capacity cooperation demonstration bases. The system and mechanism for promoting international cooperation in production capacity and equipment manufacturing have been further improved, support policies have been more effective, and service support capabilities have been comprehensively improved. Iron and steel, nonferrous metals, building materials, railways, electric power, chemicals, textiles, automobiles, communications, construction machinery, aerospace, ships and marine engineering will be taken as key industries, implemented in a classified manner and promoted in an orderly manner.
(eight) based on domestic advantages, promote the cooperation of foreign production capacity in steel and non-ferrous industries. Combined with the structural adjustment of domestic iron and steel industry, ironmaking and steelmaking production bases will be built in key countries with good resource conditions, strong supporting capacity and great market potential through the export of complete sets of equipment, investment, procurement and contracting projects, so as to promote the export of steel equipment. Combined with the development of overseas mineral resources, we will extend the downstream industrial chain, carry out smelting and deep processing of non-ferrous metals such as copper, aluminum, lead and zinc, and drive the export of complete sets of equipment.
(nine) combined with the local market demand, to carry out international cooperation in building materials industry. According to the needs of domestic industrial restructuring, we should give full play to the role of domestic industry backbone enterprises and engineering construction enterprises. In developing countries with insufficient market demand and production capacity, we should focus on investment and combine design, engineering construction and equipment supply to build production lines such as cement, flat glass, building sanitary ceramics, new building materials and new houses, so as to improve the industrial production capacity of the host country and increase the local market supply.
(ten) to speed up the pace of railway "going out" and expand the international market of rail transit equipment. Focus on promoting and implementing the interconnection of neighboring railways, network construction in key railway areas in Africa and high-speed railway projects, give full play to my comprehensive advantages in railway design, construction, equipment supply, operation and maintenance and financing, and actively carry out a package of cooperation. Actively develop and implement urban rail transit projects and expand international cooperation of urban rail transit vehicles. Establish assembly and maintenance bases and R&D centers in key countries where conditions permit. Accelerate the integration of rail transit equipment enterprises and enhance the international operation ability and comprehensive strength of key enterprises.
(eleven) vigorously develop and implement overseas power projects to enhance the competitiveness of the international market. Increase the power "going out", actively explore the thermal power and hydropower markets of relevant countries, encourage participation in major power project cooperation in various ways, and expand the export scale of domestic thermal power and hydropower equipment and technology. Actively carry out exchanges and consultations with relevant countries in the field of nuclear power, promote cooperation in key projects, and promote the export of complete sets of nuclear power equipment and technology. Actively participate in the investment and construction of wind power and solar photovoltaic projects in relevant countries, and promote international cooperation in wind power and photovoltaic power generation capacity and equipment manufacturing. Actively carry out investment, construction and operation of overseas power grid projects to drive the export of power transmission and transformation equipment.
(12) Strengthen the development of overseas resources and promote overseas investment in key chemical fields. Give full play to the advantages of domestic technology and production capacity, strengthen resource development and industrial investment in developing countries with large market demand and good resource conditions, and build production lines such as petrochemicals, fertilizers, pesticides, tires and coal chemical industry. Focus on meeting the local market demand, carry out downstream deep processing of chemicals, extend the industrial chain, build a green production base, and drive the export of domestic complete sets of equipment.
(thirteen) give play to the competitive advantage and improve the level of international cooperation in light industry and textile industry. Give full play to the textile industry's strong international competitive advantage, set up processing plants in qualified countries, and rely on local agricultural products and animal husbandry resources to invest in the construction of textile industry projects such as cotton spinning, chemical fiber, household appliances and food processing in countries with abundant labor resources and low production costs, so as to drive the export of related industries and equipment. In industrial parks with good overseas conditions, a textile product processing base with upstream and downstream supporting and cluster development will be formed. Grasp the rhythm and scale of cooperation and promote the benign interaction between international cooperation and domestic industrial transformation and upgrading.
(14) By setting up overseas factories, etc. , accelerate the independent brand cars to the international market. Actively explore the automobile market in developing countries and promote the export of domestic large buses, trucks, small buses and light buses. Set up automobile production plants and assembly plants in countries with great market potential and strong industrial support, establish local distribution networks and maintenance centers, drive the export of self-owned brands of automobiles and parts, and enhance brand influence. Encourage automobile enterprises to set up R&D centers for automobile technology and engineering in developed countries in Europe and America, and cooperate with foreign enterprises with strong technical strength to improve the R&D and manufacturing technology level of self-owned brands.
(fifteen) to promote innovation and upgrading, improve the international competitiveness of information and communication industry. Give full play to the international competitive advantages of large-scale communication and network equipment manufacturing enterprises, consolidate traditional advantageous markets, explore developed markets, take users as the core and take the market as the guide, strengthen cooperation with local operators and group users, strengthen the system construction of design and development, technical support, operation and maintenance, information security, etc., and improve the competitiveness in the global communication and network equipment market. Telecom operators and Internet companies are encouraged to "go global" by means of mergers and acquisitions, investment construction and facility operation, and to build and operate infrastructure such as information networks and data centers overseas, and to cooperate with communication and network manufacturing enterprises. Encourage enterprises to set up R&D institutions abroad, make use of global intellectual resources, and strengthen the research and development of a new generation of information technology.

Vigorously explore the aviation market of developing countries, explore the establishment of joint venture aviation operators in countries with good conditions in Asia and Africa, build logistics support bases, gradually form regional air transport networks, build a number of regional aviation centers radiating neighboring countries, accelerate aviation cooperation with relevant countries, and drive the export of domestic aircraft. Actively explore the aviation market in developed countries and promote the export of general-purpose aircraft. Support superior aviation enterprises to invest in international advanced manufacturing and R&D enterprises, establish overseas R&D centers, and improve the quality and level of domestic aircraft. (eighteen) improve the level of products and services, and open up the high-end market of ships and marine engineering equipment. Give full play to the advantages of ship production capacity, while consolidating the low-end ship market, vigorously explore the high-end ship and offshore engineering equipment market, support powerful enterprises to invest and build factories, establish overseas R&D centers and sales and service bases, improve the R&D and manufacturing capabilities of high-end products of ships, and enhance the international competitiveness of products such as deep-sea semi-submersible drilling platforms, floating production storage and unloading devices, offshore engineering ships and liquefied natural gas carriers.
Fourth, improve the ability and level of enterprises to "go global"
(nineteen) give play to the main role of the enterprise market. All kinds of enterprises, including private enterprises, should combine their own development needs and advantages, adhere to market orientation, clarify their work priorities, formulate implementation plans, actively carry out international cooperation in production capacity and equipment manufacturing, and make positive contributions to expanding new space for international development.
(20) Expand the ways of foreign cooperation. While continuing to give full play to the advantages of traditional project contracting, we should give full play to the advantages of capital and technology, actively carry out cooperation such as "project contracting+financing" and "project contracting+financing+operation", encourage qualified projects to adopt BOT and PPP, vigorously explore the international market and carry out equipment manufacturing cooperation. Cooperate with qualified countries to form a joint force and develop third-party markets. According to the actual situation and characteristics of the host country, international capacity cooperation should flexibly adopt various ways such as investment, engineering construction, technical cooperation and technical assistance to cooperate with the host government and enterprises.
(twenty-one) innovative business operation mode. Actively participate in the construction of overseas industrial clusters, economic and trade cooperation zones, industrial parks, special economic zones and other cooperative parks, create a good regional investment environment with relatively perfect infrastructure and supporting laws and policies, and guide domestic enterprises to "go global". Borrowing a boat to go to sea through the internet, with the help of the overseas market and marketing network platform of internet companies, open up new business channels. Do a good job in risk response plan, and properly prevent and resolve all kinds of risks in project implementation. Enterprises should consciously abide by the laws and regulations of the host country, respect local culture, religion and customs, protect the legitimate rights and interests of employees, do a good job in intellectual property protection, adhere to honest management, and resist commercial bribery. Pay attention to resource conservation and ecological environment protection, assume social responsibilities, make positive contributions to local economic and social development, and achieve mutual benefit and common development with the host country. Establish an evaluation mechanism for overseas business activities of enterprises and promote the construction of credit system. Strengthen coordination and cooperation among enterprises, abide by the market order of fair competition, and resolutely prevent disorderly and vicious competition.

Accelerate the construction of RMB cross-border payment system, improve RMB global clearing service system, and facilitate enterprises to use RMB for cross-border cooperation and investment. Support qualified enterprises and financial institutions to issue stocks, bonds and asset securitization products to finance the "going out" project in domestic and foreign markets. (thirty-five) increase the source of equity investment. Give full play to the role of China Investment Co., Ltd. and set up an equity investment company (that is, CIC overseas direct investment company) with global business coverage. Give full play to the role of Silk Road Fund, China-Africa Fund, ASEAN Fund and China Investment Co., Ltd., and actively support international cooperation projects in production capacity and equipment manufacturing by means of equity investment and debt financing. Seven, strengthen service guarantee and risk prevention and control.

Guided by the cultivation of innovative scientific and technological talents, accelerate the construction of professional and technical personnel in key industries. Increase the introduction of overseas high-level talents, establish an international exchange platform for talents, and provide talent support for international cooperation in production capacity and equipment manufacturing.
(40) Do a good job in policy interpretation. Actively play the role of domestic traditional media and new Internet media, and report information timely and accurately. Strengthen exchanges and cooperation with international mainstream media, do a good job in communication with local media, think tanks and non-governmental organizations in the host country, explain the cooperation concept of equal cooperation, mutual benefit and common development, and actively publicize China's equipment products, technologies, standards and advantageous industries.
(forty-one) to strengthen risk prevention and security. Establish and improve the risk assessment and prevention and control mechanism to support "going global", regularly publish major country risk assessment reports, promptly warn and inform relevant countries of major political, economic and social risks, put forward response plans and preventive measures, and properly deal with major risks in international cooperation in production capacity and equipment manufacturing. Comprehensive use of diplomatic, economic, legal and other means to effectively safeguard the legitimate rights and interests of China enterprises overseas. Give full play to the role of the inter-ministerial joint meeting system for the safety protection of overseas citizens and institutions in China, improve the early warning mechanism for overseas safety risks and the emergency response mechanism for sudden safety incidents, properly solve and handle various safety problems in a timely manner, and effectively protect the overseas safety of citizens and enterprises.
