1. Boost corporate confidence and increase production and capacity

Support industrial enterprises to bravely Get a "good start". For enterprises whose industrial sales output value reaches 20 million yuan in the first quarter and has a year-on-year increase of more than 15%, a reward of 20,000 yuan will be given for each additional 1 percentage point year-on-year increase, with a maximum reward of 300,000 yuan for each enterprise. Support enterprises with limited accommodation and dining to win a "good start". If the turnover of the county's restricted accommodation and dining units in the first quarter of 2023 (based on the data from the Bureau of Statistics) is positive year-on-year, certain rewards will be given based on the total turnover of the quarter.

Support the development of headquarters enterprises. Headquarter enterprises are encouraged to increase local production planning arrangements. For every 50 million yuan increase in industrial sales output value in the first quarter compared with the same period last year, a reward of 100,000 yuan will be awarded, with a maximum reward of 1 million yuan for each enterprise.

Increase support for monthly regulation upgrades of industrial enterprises. For industrial enterprises that upgrade their regulations monthly in the first quarter, on the basis of enjoying the original small upgrade policy, each company will be given certain rewards.

Expand effective investment in manufacturing. For key municipal manufacturing projects, more than 30% of the project's annual investment plan must be completed before March 31, 2023, and the actual investment amount shall be 5-20 million yuan (exclusive), 20-50 million yuan (exclusive), 50 million yuan and above, 50,000 yuan, 100,000 yuan, and 200,000 yuan will be awarded respectively.

2. Concentrate efforts to stabilize the fundamentals of foreign trade

Encourage companies to expand markets and grab orders. After being registered with the commerce department, rewards will be given to foreign trade companies (including industrial companies) in the county that send business personnel overseas to conduct business negotiations, participate in exhibitions and other business activities in the first quarter.

Foreign trade enterprises are encouraged to expand exports. Enterprises with export performance in the previous year and those with year-on-year growth in the current quarter will be given certain rewards.

Foreign trade enterprises are encouraged to declare customs in bonded zones. As determined by the commerce department, foreign trade export enterprises registered outside Jinhua City, and the purchased product manufacturers are enterprises in Pan'an County, and export through Jinyi Comprehensive Bonded Zone, will be given certain rewards.

Foreign trade companies are encouraged to expand imports. For enterprises outside the Jinyi Comprehensive Bonded Zone that imported in the previous year, certain rewards will be given if their imports of resource products and non-resource products in the first quarter increased year-on-year in the same quarter.

Support the introduction of foreign investment in our county’s leading industries. Innovate ways to attract foreign investment, support the introduction of foreign investment in the 1+3+3 industries of our county, and provide certain rewards based on the actual investment amount.

3. Make every effort to activate the consumer market

Increase support for large and retail enterprises. Certain rewards will be given to qualified wholesale and retail enterprises.

Support large-scale exhibitions and promotions. Relevant functional departments encourage and support enterprises and merchants to carry out large-scale exhibition and sales promotion activities in parks, squares and other public places, and shall not refuse or delay approval in violation of laws. For event venues of more than 1,800 square meters, the actual venue fees, road occupation fees, and sanitation fees will be fully subsidized based on official receipts from relevant functional departments.

Government and enterprises work together to promote the consumption of important commodities. According to the actual situation, special funds (special funds are borne according to the existing financial system) will be arranged to jointly issue "shopping with prizes" electronic vouchers to merchants of weighted commodities for secondary consumption.

Increase support for monthly downward and upward growth of commercial and trading enterprises. For commercial and trading enterprises that will be promoted monthly in the first quarter of 2023, certain rewards will be given on the basis of enjoying the original warehousing rewards.

Encourage the development of second-hand car dealership business. Qualified car dealerships will be rewarded based on their second-hand car sales volume.

IV. Promote the accelerated development of key areas of the service industry

Increase financing credit enhancement support and fee reduction for enterprises. From January 1 to March 31, 2023, the guarantee rates of various government financing guarantee institutions will be reduced to less than 0.6%. Banking financial institutions are encouraged to increase their support for manufacturing loans, and for new manufacturing enterprise loans with interest rates not exceeding LPR + 100 basis points in the first quarter, relevant banks will be given a reward of no more than 0.5%.

5. Support enterprises to stabilize jobs and retain workers

Increase recruitment subsidies for industrial enterprises above designated size. Organize recruitment activities such as New Year's Day job sending, New Year's Talent Recruitment, and live broadcast to teach people to work, actively connect with major labor exporting provinces, increase the adjustment of labor surplus and shortage, and assist key enterprises in normal production and operation. Industrial enterprises above designated size in the county will recruit new people with household registration outside the city for employment from January 1 to February 28, 2023, and will provide enterprise employment subsidies to qualified enterprises.

Support industrial enterprises listed above to organize employees to charter cars to return to work. From January 21st to January 31st, 2023, enterprises will rent (including shared rental) buses to organize point-to-point cross-provincial employees to return to work, and those who meet the conditions will be given subsidies for chartered buses; for those who take public transportation to arrive by themselves Employees from outside the city who return to work in enterprises in this county will be provided with transportation subsidies for returning to work if they meet the conditions.

Encourage retained employees of industrial enterprises above designated size to stick to their posts. Enterprises producing during the Spring Festival are encouraged to take measures such as issuing "red envelopes for staying on duty", ensuring accommodation, and improving the dining environment to increase the enthusiasm of employees staying in Pan to stick to their posts during the Spring Festival. For the period from January 15 to January 31, 2023, qualified employees will be given a "job retention gift package"; spouses who come to Pan for the New Year will be given transportation subsidies.
