Article 1 These Interim Measures are formulated in accordance with the Regulations of People's Republic of China (PRC) Municipality on Highway Management and its detailed rules for implementation, as well as the provisions of the Ministry of Communications, the Ministry of Finance and the State Price Bureau on the collection of motor vehicle tolls for the construction of high-grade highways and large highway bridges and tunnels. Article 2 Huang Gui Highway is a car-only highway. Tractors, simple diesel vehicles, battery cars and all non-motor vehicles are strictly prohibited from driving on the road (except those crossing the road). Article 3 Except for fixed fire engines, hospital ambulances, police cars of public security departments, and military convoys performing military tasks such as emergency military missions, military exercises, emergency rescue and disaster relief, and changing defenses, all motor vehicles driving on roads shall pay tolls in accordance with regulations. Article 4 Vehicle tolls shall be levied by sections according to the approved tonnage of vehicles (every ten seats on a bus are equivalent to one tonnage) and different roads. Fifth Huang Gui highway tolls shall not exceed 50% of the total cost saved by users' vehicles taking new roads. After paying the toll, users can still get the benefits of reducing fuel consumption, reducing mechanical wear, saving time and accelerating turnover. Article 6 In order to facilitate traffic, vehicles that often engage in short-distance non-business transportation near toll stations can buy monthly tickets from the business hall of the nearest toll station, and only one round trip is calculated every day, and the charge is 20%. Article 7 International tourist buses coming to China shall pay foreign exchange certificates according to the toll standard. Article 8 Vehicle tolls shall be collected by fixed toll stations located at the toll collection office of highway motor vehicles in Guizhou Province and temporary toll stations located at other important crossings. No other unit or individual has the right to collect highway tolls. Ninth annual tickets for vehicle tolls shall be uniformly printed and distributed by the Provincial Communications Department; The illegal punishment documents are uniformly printed by the Provincial Department of Finance, and the receipt of confiscated property in Guizhou Province is used. The incomes from fines and confiscations shall be turned over to the provincial finance by the Provincial Communications Department, and the required "case handling fee subsidy" shall be specially allocated by the Provincial Department of Finance. The toll stations (stations) must establish and improve the procedures for the collection, storage, examination and inspection of toll tickets and fine receipts, so as to prevent the occurrence of graft. Article 10 The vehicle tolls collected by Huang Gui Highway shall be included in the management of extra-budgetary funds, stored in special financial accounts, and included in the plan by the Provincial Communications Department, which shall be earmarked for repayment of loans, maintenance and management of Huang Gui Highway, expenses of collection agencies and the continued construction of high-grade highways. No unit or individual may use it for other purposes in any name. Eleventh charging methods:
First, toll stations charge around the clock. Chargers must wear prescribed signs and carry relevant certificates when they take up their posts, so as to dress neatly, be polite to others, adhere to principles, not be selfish and not miss accounts.
Second, vehicles belonging to the scope of the levy go to the entrance of the toll station. Drivers should take the initiative to stop and buy a pass ticket or show a monthly ticket according to the prescribed charging standard, and stop at the exit of the toll station in front to accept the ticket inspection by the toll collector. Twelfth motor vehicles in violation of the provisions of the Interim Measures, shall be punished in accordance with the provisions of the "Regulations" of People's Republic of China (PRC) Province, the fifth chapter:
A, where the pass ticket is inconsistent with the approved tonnage (seat) of the vehicle, in addition to the collection of tickets, a fine of twice the approved charging standard will be imposed on the spot, and the ticket will be released after the replacement.
Two, where repeated use or altered, forged tickets, in addition to the confiscation of tickets, impose a fine of five times the approved fee; If the circumstances are serious, criminal responsibility shall be investigated by judicial organs according to law.
3. Anyone who fails to purchase tickets at the entrance of the toll station or refuses to submit the tickets for forced passage at the exit of the toll station shall be fined ten times the approved charging standard. If the circumstances are bad and cause serious consequences, in addition to detaining the license plate according to the relevant provisions, it should also be reported to the judicial organs for handling according to law.
Four, who make trouble without reason when passing through the toll station, resist or hinder the traffic charge management personnel from performing their official duties, in addition to detaining the license plate, the public security organ shall handle it according to the Regulations of the People's Republic of China on Administrative Penalties for Public Security, and if the case constitutes a crime, the judicial organ shall investigate the criminal responsibility according to law. Thirteenth the Interim Measures shall be interpreted by the Provincial Communications Department. Article 14 These Interim Measures shall be implemented as of 1 August 19901day.
