Chapter 2 Fund Sources and Funding Amount Article 3 Fund Sources:
(1) National special appropriations;
(2) Various domestic and foreign institutions, groups, units or individuals Donations;
(3) Government funding at all levels;
(4) Other income. Article 4: Deposit the fund into a domestic financial institution, and withdraw funding for postdoctoral researchers in the current year from the annual interest. Article 5: The funding amount is divided into two levels:
(1) RMB 10,000 and foreign exchange USD 2,000;
(2) RMB 5,000 yuan and foreign exchange USD 1,000.
For those with special needs, the amount of subsidy may be increased appropriately. Chapter 3 Application Methods and Approval Procedures Article 6 Postdoctoral researchers applying for the Postdoctoral Science Fund should meet the following conditions:
(1) Excellent in both character and academics, and have made outstanding achievements in research work;< /p>
(2) Work in the postdoctoral research station for more than half a year, and the work is progressing smoothly;
(3) Be under 35 years old. In the past two years (before the end of October 1988), the age of applicants in the Northeast, Northwest and Southwest regions can be relaxed to 43 years old, and in other regions, the age limit can be relaxed to 40 years old. Article 7 Applicants should provide the following written materials:
(1) Application letter, including the degree obtained by the individual; past scientific research results and domestic and foreign evaluations; content of current research projects , significance, progress, expected results and the level of research in this area at home and abroad; existing scientific research conditions; amount and purpose of funding applied for, etc.;
(2) Two professors (researchers or other personnel with equivalent professional titles) letters of recommendation. Article 8 The station establishment unit shall evaluate the applicant's scientific research ability, academic level, work performance, scientific research results, and the necessity of applying for funding, etc., and submit relevant materials to the Office of the National Postdoctoral Research Mobile Station Management and Coordination Committee after putting forward opinions ( It is located in the Bureau of Science and Technology Cadres of the State Science and Technology Commission (hereinafter referred to as the Office of the Management Committee). Article 9 The Administrative Committee Office will distribute the received application materials to expert groups in relevant disciplines within a time limit. The expert group will invite three experts who are traveling with the applicant to collect opinions through communication, and then the expert group will review the application materials. Applicants provide evaluation opinions on whether to be funded and the amount of funding. The review process is conducted twice a year in February and August. Applicants must submit all materials to the management committee office before the end of June and the end of December each year. Article 10: The National Postdoctoral Research Mobile Station Management Coordination Committee shall review and approve the candidates for funding and the amount of funding based on the review opinions of each expert group. Article 11 Among the particularly outstanding grant recipients, those who require continued funding from this fund due to the needs of their research work may apply again one year after receiving the funding. The application method and approval procedures are the same as above. Chapter 4 Usage Methods Article 12 The funding received by postdoctoral researchers can only be used to purchase instruments, experimental materials, and books required for research work; renovate laboratories; hire assistants and participate in relevant domestic and foreign academic conferences etc., cannot be used as personal living expenses. Article 13: Grant recipients have the autonomy to control the grant funds in their research work, and are allowed to carry the unused portion from the first station to the second station. When the mobility period expires, they can also bring it to their work units for further use.
Instruments and equipment, experimental materials, books and materials purchased with subsidy funds are all state property. After a postdoctoral researcher moves to a second station or is assigned a fixed job at the expiration of the mobility period, all the above-mentioned items necessary for his or her research work can be taken by the postdoctoral researcher to the new station or work unit, and the rest can be left to the unit that established the station. Registration procedures should be completed when handing over items. Chapter 5 Management Article 14 The Administrative Committee Office shall conduct unified management of the Postdoctoral Science Fund, handle the allocation procedures for funding, and supervise and inspect the use of funding. Anyone who violates the provisions of Article 12 or uses it improperly has the right to recover. Article 15: Grant recipients must submit a written report on the use of the grant and the benefits achieved to the website construction unit every year. After each grant is used, a comprehensive summary of the research work and use of the grant must be submitted to the site building unit and the management committee office. Article 16 Funding funds shall be separately accounted for by the financial department of the unit where the postdoctoral researchers work, and shall be managed and supervised on their behalf. Chapter 6 Supplementary Provisions Article 17 These trial regulations shall be implemented after being discussed and approved by the National Postdoctoral Research Mobile Station Management Coordination Committee. The right of interpretation belongs to the Office of the Management Committee.
