Abstract In view of the current situation that geological data have a long cycle of generation, production, and remittance and have many links, this paper tries to establish a "remittance clerk system" centered on the quality of geological data, and based on the personnel as the main body, and with the documents as the carrier. Through the innovation of geological data management system and clarification of legal relations, the management and service level of geological data can be further improved.

1 Understanding and thinking about the current geological data

Geological data is the crystallization of the labor and wisdom of the majority of geologists, and it is the concrete embodiment of the results of geologic work and the important basic information resources of the country. With the continuous development of economy and society, the basic geological work and mineral exploration and development activities are increasingly active, and the cause of geological information is developing rapidly. In this context, the valuable geological information, which is huge in quantity and rich in information, has a more obvious role in reducing the risk of exploration and avoiding repeated inputs, and has more far-reaching influence on the management of land and resources and the construction of the national economy, and a more extensive influence on the production, life and national defense under the environment of big data in the information society. The impact of security is more extensive.

1.1 Awareness of the Current Situation of Geological Data Work

In recent years, with the Decision of the State Council on Strengthening Geological Work, Circular of the Ministry of Land and Resources on Strengthening the Management of Geological Data Remittance, Requirements on the Format of Electronic File Remittance of Resulting Geological Data, Measures for the Management of Physical Geological Data, and a series of policies and regulations, operational standards, and checking norms being introduced one after another, the regulatory platform for geological data remittance, and the platform for the management of geologic data, and the platform for the management of geologic data remittance, are being developed. In addition, the "five platforms and one support" construction and operation of the geological data remittance supervisory platform and geological data information management system, the state's efforts in geological data management have been increasing, the production standards, acceptance norms, remittance procedures and other systematic systems have been perfected, and the requirements for the systematic construction of the collection institutions at all levels, fine management and standardized services have been increasing.

1.2 Reflections on the problems of geological data management in Guizhou Province

Guizhou Province, as a large province of mineral resources in the southwest, is known as the "Kingdom of Sedimentary Rocks" and "Kingdom of Paleontology". As of the end of 2013, the province has discovered 136 kinds of minerals, accounting for 79% of the 172 kinds in the country, of which: 6 kinds of minerals retained resources ranked first in the country, 24 kinds of the country's top three, 52 kinds of the country's top ten; ministries and provinces issued 3,942 effective mining rights, of which: 1,086 prospecting rights, 2,856 mining rights; the province's realization of all kinds of geologic work in the year of 2013, the investment of 2.081 billion yuan, the mineral exploration and mining rights, and the investment of the province's geology work. 2.081 billion yuan, mineral exploration and development, basic geological survey and research and other geological work to maintain a good momentum of development. With the continuous development of geological work, the quantity of geological data has been increasing, and the total number of geological data collections in Guizhou Province reached 14,993 at the end of 2013, ranking the sixth in the country. It has become an inevitable requirement to promote the development of Guizhou's land and resources cause, to facilitate the construction of Guizhou's national economy and to safeguard the strategic security of the country by further strengthening the construction of the system of geological data management and service system, and to improve the level of management and service capacity.

While great achievements have been made in the work of geological data, there are some contradictions and problems in the management of geological data. This paper takes Guizhou as an example to analyze the main problems of geological data management.

(1) Unstable team, which directly restricts the healthy development of geological data

Geological data work is subordinate to and serves geological work, but for a long time, no matter it is state-owned geological exploration institutions or state-owned or private geological exploration enterprises, the data work lacks sufficient attention, and the practitioners have "fewer professional staff and uneven quality, The phenomenon of "few professionals, unbalanced quality, unstable team and slow accumulation of skills" is common. The stereotypical understanding that geological data work is "marginalized in discipline, low in technology and weak in ability" has not been significantly changed. Such a status quo is not only related to the overall development stage and understanding of geological data business, but also related to the imperfect management system of geological data and unsound service measures, which directly restricts the development of geological data business in the context of informationization. The healthy development of the geological data business in the context of the informationization era.

(2) There is a disconnection between the production, manufacture and submission of geological data, and it is difficult to realize the "whole-process" control of the quality of the data

There is a long cycle of the production, manufacture and submission of geological data, and there are a lot of links affecting the quality of geological data, and there is a long period of time in the process of "survey operation - report preparation - data production - data submission". In the workflow of "survey operation - report preparation - data production - data remittance", the work of each link should be carried forward and backward, interlocking, but in practice, especially the results of the geological data, the first two jobs and the latter two jobs are often easy to do, or even completely independent, most of the geological data personnel can only be an afterthought. However, in practice, especially in the case of geological data, the first two tasks and the last two tasks are often done by different people, or even completely independent, and most of the geological data personnel can only intervene after the fact or are not involved in the process of formation of the data at all, so they are unable to accurately grasp the whole picture of the data, which leaves the hidden quality problem of "a ring of errors and a ring of chaos". The link "accurate, comprehensive and efficient" to correct the defects of the information.

(3) Conflicts between geological data remittance and acceptance are becoming more and more prominent, and the management system and service mechanism need to be further improved

In the face of the country's more and more detailed and stringent production specifications, acceptance standards and remittance requirements, in the case of insufficiently sound and perfect management system and service mechanism, there is asymmetry of information, inconsistency of understanding and inconsistent implementation of the information between the parties involved in the production and production of geological information, and the remittance and acceptance of geological information. The phenomenon of inconsistency in understanding and implementation is widespread, and conflicts are becoming more and more prominent in individual places, forming "difficult points" and "ignition points". At present, the state focuses on the management of geological data, focusing on the formulation of standards, refinement of requirements and software development for "data objects", while the management and services for "implementation of the main body" of geological data affairs are mainly based on strict inspection and acceptance and the strengthening of business training. Management to realize the "management of the main" to "management of people and management of a combination of" the full range of management and services, the space for system construction is still relatively large.

(4) Geological data legal relationship needs to be further clarified, the responsibility for the implementation and prevention of tracing mechanism needs to be further established

The existing laws and regulations, policy documents on the remitter and data production unit of the remittance obligation has a clear stipulation, but on the remitter, data production unit and undertake the remittance of the specific implementation of the relationship between the executives of the remittance services, the lack of relatively detailed provisions. In terms of the integrity of the system, a certain degree of "blank space" exists in the management of the executors of remittance services. In practice, the entrustment relationship between the statutory remitter, the information production unit and the executor of remittance affairs is arbitrary, and the absence of entrustment documents or unclear relationship can be seen everywhere. The statutory remitter or the information production unit often, based on customary practice, orally entrusts or arbitrarily designates non-professionals or even other completely unrelated personnel to execute remittance affairs, which not only makes it difficult to guarantee the quality of remittance affairs of strong professionalism and timeliness but also contributes to the implementation of the State Council's policy on remittance affairs. Not only does it make it difficult to guarantee the quality of professional and time-sensitive remittance services, but it also leaves a security risk for the implementation of national confidentiality requirements, and in the event of legal liability, it is very easy for the commission to be unclear, difficult to trace or even impossible to check the legal liability situation.

2 Exploration and practice of geological data remitter system

In order to solve the outstanding contradictions in the current geological data work, improve the management of geological data and remittance service level, and effectively guarantee the quality of geological data, Guizhou Geological Data Museum has formulated the "Trial Measures for the Management of Geological Data Remitter in Guizhou Province" (hereinafter referred to as the "Measures") based on the laws, regulations and the spirit of the policy, and in combination with the actual situation in Guizhou.

2.1 The initial intention of the design of the Measures

Focusing on the center of "quality of geological data", from a new perspective, we try to establish a people-oriented, certificate-based management system for remitters to further clarify the legal relationship, rationalize the working relationship, strengthen the construction of the team, and build a bridge between the management department and the remitters,

2.2 The process of formulating the Measures

Since 2012, the Guizhou Geological Data Museum has taken questionnaires, symposiums, and expert consultations to investigate the legal basis, main purpose, core values, and core principles for the formulation of the Measures, in the context of the province's land and resources administrative departments at all levels, legal remitters of various types of geological data, geological project management units, geological project undertakings, and practitioners in the field of geological data. Legal basis, main purpose, core content, etc., to widely solicit opinions on the necessity and feasibility of the development of the "Measures" fully demonstrated, after repeated studies, several drafts, in August 2013 finally introduced the "Measures".

2.3 The main basis for the development of the Measures

Law: The Mineral Resources Law of the People's Republic of China, and the Law of the People's Republic of China on the Preservation of State Secrets.

Administrative Laws and Regulations: Regulations on the Administration of Geological Data (State Council Decree No. 349), Rules for the Implementation of the Mineral Resources Law of the People's Republic of China (State Council Decree No. 152), Regulations on the Prevention and Control of Geological Disasters (State Council Decree No. 394).

Local laws and regulations: "Guizhou Provincial Mineral Resources Regulations" (adopted on March 24, 2000 by the 15th meeting of the Standing Committee of the Ninth Guizhou Provincial People's Congress).

Departmental Regulations: Measures for the Implementation of the Regulations on the Administration of Geological Data (Order No. 16 of the Ministry of Land and Resources).

Policy Documents: Decision of the State Council on Strengthening Geological Work (Guo Fa [2006] No. 4), Circular of the Ministry of Land and Resources on Strengthening the Management of Geological Data Remittance (Guo Fa [2010] No. 32), Circular of the General Office of the Ministry of Land and Resources on Further Strengthening the Management of Primary Geological Data (Guo Fa [2012] No. 57).

2.4 Core Content of the Measures

The Measures are divided into six chapters, namely, General Provisions, Rights and Obligations of Remittance Officers, Initial Inspection of Geological Data, Management of Remittance Officers' Certificates, Penalties, and Supplementary Provisions, and ***20 articles. The core content is simply summarized as - set up "a carrier", established "two systems", clear "three relationships ", strengthened the "four controls", standardized the "five powers and responsibilities", the overall enhancement of the management and services.

Set up "a carrier" that is: the remittance officer card as a management carrier.

Establishing "two systems", i.e., the mandatory initial inspection responsibility system for remittance officers and the "one-to-one" remittance quality responsibility system.

Clear "three relationships" that is: the legal relationship between the remitter and the remitter, the responsibility relationship between the remitter and the remittance service, the service relationship between the remitter and the collection organization.

Strengthening the "four controls" that is: around the quality of the core, to strengthen the implementation of the legal obligations of the remittance of control, strengthen the responsibility for the initial inspection of the information control, strengthen the integrity of the remittance of control of the remittance of the integrity of the card, and to strengthen the data remittance of the behavior of the quality of control.

Specifying the "five rights and responsibilities" that is: regulating the license remitter entrusted to undertake the remittance, entrusted to carry out the initial inspection, information quality recommendations, remittance management recommendations, reporting violations of the law and five obligations to strictly comply with the law, the information business mission, the performance of the initial inspection of the information, standardize the handling of the remittance and participate in skills training.

The overall enhancement of "management and service", that is, through the establishment of the remittance system, innovative management tools, around the quality of information and remittance efficiency, to the remittance card as a hand, give full play to the role of the bridge of the remittance of the remittance of the further stabilization of the professional team, to promote the communication of information, and to effectively enhance the level of information management and service.

2.5 Handling of the remitter's card

As of June 2014, the province *** there are 61 units of 133 geological information practitioners in accordance with the procedures set out in the "Measures", submitted application materials for the "Guizhou Province Geological Information Remitter's Card", the structure of the existing card-carrying remitters:

1) Unit structure. 40 institutions (94 people), 8 state-owned enterprises (16 people), 13 non-state-owned enterprises (23 people) (Figure 1).

2) Professional structure. 61 in geology, 8 in surveying engineering, 14 in geographic information and computer, and 50 in other categories (Figure 2).

3) Educational structure. 9 graduate students and above, 73 undergraduates, 31 junior colleges, 9 junior colleges, 11 high school and below (Figure 3).

4)Title structure. 2 senior titles, 28 intermediate titles, 103 junior titles (Figure 4).

5) Position structure. 18 people in data management category, 60 people in geology and hydraulic environment category, 21 people in graphic production category, 34 people in other categories (Figure 5).

6) Age structure. 67 people under 30 years old, 44 people between 30 and 40 years old, 21 people between 40 and 50 years old, and 1 person over 50 years old (Figure 6).

2.6 Brief analysis of the implementation of the Measures

From October 2013 to June 2014, 57 licensed remitters from 41 organizations undertook the remittance of geological information for 158 projects in ****. The following interview analyzes the impact of three indicators, namely, the nature of the unit, the professional classification and the job category, on the quality of the data from the "one-time pass rate" (Table 1 to Table 3, Figure 7 to Figure 9).

Through statistical analysis, it can be seen that the remittance of information undertaken by licensed remitters in Guizhou Province presents the following characteristics:

1) The remittance of geologic information undertaken by licensed remitters has basically been approved by the legal remitter or producer. The legal remitter or production unit of the written commission; licensed remitter relying on the assumption of data production, internal inspection, remittance and other tasks, the rights and obligations, duties and responsibilities of the content more clear; its legal relationship with the legal remitter, commissioned services, the management of the legal relationship between the department to further clarify; the whole process is documented, the whole process can be traced.

2)158 projects submitted the "Geological Data Initial Inspection Form" signed by the remitter in accordance with the mandatory initial inspection system set up by the Measures, the rate of remittance acceptance errors and the number of revisions have been significantly reduced, and the completeness, compliance, timeliness, and security of the geological data remittance have been significantly improved, and the confidentiality requirements have been further implemented, and there was not a single leakage of confidentiality during the process of remittance.

3)The average "one-time pass rate" of 158 projects was about 80%, which greatly exceeded the average level of 56% for non-licensed contractors in the same period, and the implementation of the system of remittance clerk has begun to bear fruit. The statistical analysis of the relevant data has provided abundant information for the management to improve management and enhance services. For example: the quality of remittance of institutions, state-owned enterprises, non-state-owned enterprises in decreasing order, non-state-owned enterprises remittance skills training needs to be strengthened; professional structure of the geological data remittance has a certain impact, but the gap is not obvious, but rather, the length of time engaged in the job (i.e., the stability of the workforce) on the quality of the geological data is more influential.

2.7 Deficiencies of the Measures

Since the Measures have been implemented for a period of time, they have effectively promoted the overall quality of geological data and the efficiency of remittance in Guizhou Province, but the long-term impact on the management of geological data needs further study and evaluation, and the main problems found so far are:

1) The Measures can not set up an administrative license, and there are only two main issues, namely whether or not the remittance affairs must be undertaken by licensed workers, and whether or not the remittance affairs must be undertaken by licensed workers. The management of the remitter's card is still relatively loose, and the application for the card is completely voluntary, and the renunciation is also very free, the relevant system has low coercive force, and the implementation of the system mainly relies on the quality of the collection institutions to promote the quality of the affirmation and encouragement of the service. The analysis of the relevant samples in this paper may also be due to the number of samples, sampling time, sample representativeness, statistical analysis methods, etc., can not fully reflect all the advantages and disadvantages of the "remittance system", the construction of Guizhou's geological data management and service system has a long way to go.

3 Stage conclusions of the practice of the "remitter system" in Guizhou

3.1 The remitter system is an innovative exploration of the system of geological data management

Guizhou's remitter system is a new system tried to be established in accordance with the existing laws, regulations and policies on geological data. The "executive subject" of geological data affairs and the existing national system of "data object" form a complementary norms, to a certain extent, to fill the current national system of geological data system on the remittance of affairs executives and the normative gaps in the relevant behavior. The system of remittance officer seizes the key role of "remittance officer", and rationalizes the relationship between the main body of geological data remittance, the main body of production and the main body of management from the perspectives of "management certificate" and "service person", and establishes a relationship between the management department and the remittance officer. We have built up a "bridge" between the management department, the remitter and the executor of the remittance affairs, and realized good communication and benign interaction through various measures, so as to make the policy transmission quicker, the business communication smoother, the standard understanding more unified, and the execution and management more efficient, and effectively prevented and solved the similar problems in the management of the current data. The "last kilometer" of the work of the "ignition point" and "difficult".

3.2 The remitter system is a useful supplement to the geological data management tools

Guizhou's remitter system establishes a standardized "remitter card" application, review and certification procedures, the applicant must go through the training of the management department at or above the provincial level and be recommended by the unit in order to apply for a remitter card management ledger on the acquisition, change and management of the remitter card. The management ledger of the remitter's card has detailed records of the acquisition, change, cancellation and related information on the quality of remittance and the integrity of the work, so that the management department can accurately grasp the factors affecting the quality of geological data through statistical analysis, make scientific decisions, and implement scientific management or provide personalized services in a timely manner.

3.3 The system of remittance officer is a powerful promotion for the construction of professional team of data

With the rapid development of national economic construction and geological work, the team of geological data practitioners is constantly growing, and the establishment of the team of remittance officers is conducive to the implementation of national geological data quality standards and confidentiality requirements, and is conducive to the promotion of technical exchanges and self-regulation of the industry, and is conducive to the scientific research and long-term development of professional skills. Scientific research and long-term development. The implementation of the "remittance officer system" in Guizhou not only makes the geological data practitioners have an ID card that proves that they have been professionally trained and have professional skills, but also gives a sense of identity, belonging and pride to the original relatively loose practitioners, and is also helpful to the cohesion of professional talents, stabilization of the professional team and the establishment of the professional data team. It also provides conditions for gathering professional talents, stabilizing the professional team, improving the professional level, promoting the scientific development of professional technology and giving better play to professional influence. The establishment of the remittance team also laid the foundation for the future introduction of societies, associations and other forms of management to guide the geological data professional team towards the "self-contained system" of industrialization and specialization.

3.4 The system of remitter provides guarantee for the whole process of geological data quality control.

The process of generating, producing and submitting geological data is highly specialized, with a long cycle, many links and great responsibility. Human factors are the fundamental factors affecting the quality of data, and the remitter has become the "key node" for the implementation of data quality control. The establishment of the remittance system may be able to fundamentally solve the problem of the quality of geological data.

Firstly, the licensed conferees are responsible for the production of data, internal preliminary inspection, and implementation of the conferees' affairs, and the use of professional knowledge directly affects the quality of geological data. Secondly, the remittance officer gradually intervenes in or directly participates in the relevant geological work, fully understands the process of generating geological data, the formation characteristics, and grasps the real reasons for the quality problems, and "dynamically" puts the national standards and requirements for the quality of the data into practice in each link, which can promote the quality of the data from the "source". This can promote the quality of information from the "source". Thirdly, Guizhou tries to combine the "one-to-one" remittance quality responsibility system for data management with the "one-to-one" reception service measures, which is an effective exploration of the "whole process" of influencing or controlling the quality of geological data. The quality of the geological data of the "whole process" influence or control of the effective exploration.

3.5 The remitter system strengthens the confidential management of geological data

The Law of the People's Republic of China on the Preservation of State Secrets, which was revised and put into effect in 2010, and the Regulations on the Implementation of the Law on the Preservation of State Secrets, which came into effect on March 1, 2014, both limit the scope of knowledge of state secrets to the "specific personnel". ". The Regulations on the Implementation of the Law on the Preservation of State Secrets further refine the conditions for enterprises and institutions engaging in secret-related business to include "legal persons that have been legally established within the territory of the People's Republic of China for more than three years and have no record of violation of the law or criminal offense", among other things. The provisions of the Measures on the entrustment relationship of the remittance service are conducive to further clarification of the responsibility for confidentiality in the remittance of geological information, and the remittance officer system and the management measures of the remittance officer card also provide conditions for the protection of confidential personnel, the retention of confidential records, the safeguarding of confidential obligations and the tracking down of the responsibility for the confidentiality of the remittance.
