With the help of mobile payment technology and online government service platform, we can ensure the safety of "money bag" and handle all kinds of business "without leaving home" ... Especially in the face of the sudden COVID-19 epidemic, digital epidemic prevention and control means such as health code have played a solid role in fighting the epidemic, and a world where intelligent technology can display its talents is accelerating to become a reality. The development of the digital age has improved people's perception of enjoyment, but on the other hand, while new technologies are widely spread and applied, digital services have invisibly created an insurmountable "digital divide", especially for many elderly people who don't understand intelligent technology. Smart applications such as smart office, smart phone and health code are like invisible barriers, which keep them out of the digital age.
The Fifth Plenary Session of the 19th CPC Central Committee proposed that we should unswervingly implement the new development concept of innovation, coordination, green, openness and * * *. In the digital age, the realization of * * * enjoyment not only means enjoying the fruits of development in total and technology, but also means letting every member of society, especially those who lack objective conditions, integrate into the tide of development. China's Law on the Protection of the Rights and Interests of the Elderly also provides a corresponding legal basis. Article 3 stipulates: "The elderly have the right to get material help from the state and society, enjoy social services and social preferential treatment, participate in social development and enjoy the fruits of development." Therefore, promoting adaptive aging in the process of digitalization is not only a key measure to meet the needs of a large number of elderly people, but also an important embodiment of implementing new development concepts and safeguarding the development rights and interests of the elderly.
To solve the difficulties encountered by the elderly in using intelligent technology, top-level design is needed. Also in June, 2020, 5438+065438+ 10, the General Office of the State Council issued the "Implementation Plan on Effectively Solving the Difficulties of the Elderly in Using Intelligent Technology" to break the "digital divide" of the elderly in time, which is also the first top-level design document at the national level to help the elderly better adapt to and integrate into the intelligent society. The plan focuses on seven kinds of high-frequency events and service scenarios involving the daily life of the elderly, such as travel, medical care, consumption, entertainment and work, and puts forward 20 specific measures and requirements.
While the government actively takes responsibility, it also needs enterprises to actively fulfill their social responsibilities. Under the influence of the social fashion of respecting, loving and helping the elderly, a large number of internet companies take it as their responsibility to implement the concept of * * * enjoying development. They responded to the call of caring for the elderly and promoting the aging of intelligent technology with speed and temperature, focused on the high-frequency information needs involved in daily life, and concentrated on solving the most urgent problems of digital vulnerable groups with intelligent technology.
At the same time, with the support of enterprises announcing the opening of barrier-free AI-related technologies, QQ Space will also launch the "Barrier-free AI Technology" open project, so that more enterprises and developers can freely access and use these open AI technologies, greatly reducing the threshold for Internet products to use new technologies in barrier-free application research and development, and allowing technology to help more barrier-free scene services and create social value.
In addition, the innovative scientific and technological achievements developed by domestic scientific and technological enterprises also help government departments to promote the aging of smart government affairs. Taking the health code widely used during the epidemic as an example, with the technical support of Tencent Cloud, Guangzhou took the lead in launching the "Health and Epidemic Prevention Verification System" to verify the health code by swiping the ID card. As long as the ID card is placed above the identification device for 2 seconds, the relevant information of "Guangdong Red Code" will appear on the computer screen, and passengers with green codes can pass through quickly and orderly with zero contact. "Sichuan Tianfu Health Link" provided the function of "offline code" when it was released. Old people and children can download and print the "offline code" and carry it with them within 7 days. Through the transformation of aging, more and more elderly people began to contact smart phones and learn to use various smart applications, which stimulated the consumption potential and accelerated the dividend of the digital economy. These successful practices and beneficial experiences in aging fully show that the "* * * vibration" of aging and digitalization not only has practical significance, but also has longer-term development benefits.
Technological progress is the inevitable trend of social development. At present, intelligent technology has entered thousands of households, and the digital economy has become an important engine of economic growth. All parts of the country are accelerating the construction of smart cities. The digital divide is both a challenge and an opportunity. At present, there are a large number of elderly people in China, and there is a huge demand for supplies and services for the elderly. There is a very broad space for the development of the aged service industry and industry. Therefore, we can't regard aging as a stumbling block in the process of digitalization in isolation. No matter policy makers, managers or technology developers, everyone should be aware that everyone may fall into a "digital dilemma" at some point, thus affecting the fairness and efficiency of the whole society.
