Persons with a recent history of residence in Xianyang City and other areas of Yan'an City (outside of Weicheng District, Jingyang County, Qindu District, Xingping County and Baota District) will be subject to a 14-day home quarantine after checking for the "double code" and proof of a negative nucleic acid test within 24 hours. For those who have a history of living in Tianjin, they will be quarantined at home for 14 days after checking the "double-code" and the certificate of negative nucleic acid test within 24 hours. For those who traveled by high-speed rail (train) in Tianjin and drove through the city (with a history of travel in Tianjin but not shown on the big data travel card), the "double code" and proof of a negative nucleic acid test within 48 hours will be verified, and health monitoring will be carried out for 14 days.

Article 41 For the place where a case of Class A infectious disease has occurred or for the people in a specific area within the place, the local people's government at or above the county level where the place is located may implement quarantine measures and at the same time report to the people's government of the next higher level; the people's government of the next higher level that receives the report shall immediately The higher-level people's government that receives the report shall immediately make a decision as to whether or not to authorize it. If the people's government at the higher level makes a decision not to approve, the people's government that implements the isolation measures shall immediately lift the isolation measures.

During the period of isolation, the people's government implementing the isolation measures shall provide livelihood security for the isolated person; if the isolated person has a work unit, the unit in which he or she is working shall not cease to pay him or her remuneration for his or her work during the period of isolation.

The lifting of the isolation measure shall be decided and announced by the original deciding organ.

Article 42 In the event of an outbreak or epidemic of an infectious disease, the local people's government at or above the county level shall immediately organize its forces to prevent and control the disease in accordance with the preventive and control plan, and to cut off the means of transmission of the infectious disease, and, if necessary, report to the people's government of the next higher level for a decision, the following emergency measures may be taken and announced:

(1) restricting or stopping the activities of bazaars, performances in theaters and theaters, or other gatherings of people

(ii) suspension of work, business, classes;

(iii) closure or sealing of public **** drinking water sources, food and related items contaminated by infectious disease pathogens;

(iv) control or culling of infected wildlife, livestock and poultry;

(v) closure of places that may cause the spread of infectious diseases.

When the people's government at a higher level receives a report from the people's government at a lower level on the adoption of the emergency measures listed in the preceding paragraph, it shall make an immediate decision. The lifting of the emergency measures shall be decided and announced by the original decision-making authority.
