The Origin of Quiet Traffic Management
The concept of quiet traffic originated in Europe. In the early days, deceleration facilities were mainly used to reduce the speed of vehicles and ensure the safety of pedestrians. Later, it gradually developed into a traffic improvement method to improve the overall quality of life in residential areas.
Nanning Municipal Party Committee and Municipal Government has been committed to building a livable and happy city and creating a peaceful and comfortable traffic environment for residents. Especially in recent years, with the rapid economic and social development of the capital, the scale of urban built-up areas is expanding, the urban population is gathering day by day, and the number of motor vehicles and non-motor vehicles (electric bicycles) is increasing rapidly. The influence of traffic noise on residents' life is becoming more and more prominent. Some lawless elements "drag racing" at night endanger public safety, and noise disturbs people from time to time. The masses have strongly reacted and demanded rectification.
According to statistics, over the past two years, the traffic police department has dispatched more than 30,000 police officers, inspected more than 300,000 vehicles, and investigated and dealt with more than 20,000 traffic violations, including more than 430 illegally modified vehicles, more than 2,800 drunk driving, and detained more than 2 100 vehicles, successfully destroying a number of criminal gangs suspected of dangerous driving.
Through continuous rectification, quiet traffic management has achieved remarkable results and accumulated some practical experience. The Notice solidified this practice and made new expansion in measures.
Expand the area where motor vehicles are not allowed to honk their horns.
Article 12 of the Circular stipulates that motor vehicles are prohibited from honking their horns on roads (except expressways) within the outer ring expressway of this Municipality. "
Compared with the Notice on Strengthening Urban Road Traffic Management in Nanning, which was implemented on September 1 2065438, the New Notice has expanded the scope of prohibiting motor vehicles from honking their horns in urban areas, that is, from the original first ring road and the roads within the first ring road to the roads within the outer ring road expressway (except the expressway). This is mainly due to the expansion of the urban built-up area after the completion and opening of Nanning Outer Ring Expressway, thus correspondingly expanding the area where motor vehicles are prohibited from honking their horns.
Pilot the establishment of quiet traffic blocks.
According to Article 13 of the Notice, traffic quiet blocks (hereinafter referred to as quiet blocks) will be set up in the following areas. At night (from 22: 00 every day to 6: 00 the next day), vehicles exceeding the noise limit set by vehicles (85 decibels) are prohibited from passing through the quiet blocks, and non-motor vehicles are prohibited from honking their horns in the quiet blocks:
The enclosed area surrounded by Binhu Road, Shuangyong Road, Taoyuan Road, Education Road, Xinghu Road, Yuanhu Road, Minzu Avenue, Camellia Garden Road and Changhu Road (including the above roads);
2. The enclosed area surrounded by Wuxiang Avenue, Tiqiang Road, Haige Road and Pingle Avenue (excluding the above roads);
3. The enclosed area surrounded by Tongguling Road, Qinglin Road, Qinghuan Road and Leigongling Road (including the above roads).
According to the provisions of Article 35 of the Law on the Prevention and Control of Environmental Noise Pollution in People's Republic of China (PRC), the public security organ of the people's government of a city may, according to the needs of acoustic environmental protection in local urban areas, designate the road sections and time when motor vehicles are prohibited from driving and using audio devices, and make an announcement to the public. Accordingly, the "Notice" clarifies the road sections and time when motor vehicles are prohibited from using audio devices.
The three traffic quiet blocks set up in this pilot project are mainly distributed in areas where residential areas are concentrated, namely Nanhu District, wuxiang new district District and Fengling District, which will radiate and drive the traffic quiet management of the whole city through the pilot project.
At the same time, according to the national standard "Quality Standard of Acoustic Environment" and the relevant requirements of the Regulations on Prevention and Control of Environmental Noise Pollution in Nanning City and the Functional Zoning of Urban Acoustic Environment in Nanning City, the noise pollution control index of roads in traffic quiet blocks is determined, and vehicles exceeding the vehicle noise limit (85 dB) are prohibited from passing through the quiet blocks at night (from 22: 00 every day to 6: 00 the next day).
Considering the large number of electric bicycles and high travel density in Nanning, the phenomenon of electric bicycles whistling occurs from time to time. The notice stipulates that non-motor vehicles (electric bicycles) are prohibited from honking their horns in quiet neighborhoods.
Strengthen the management of traffic quiet blocks
After the establishment of a quiet traffic block, the traffic police department will adjust the service deployment, strengthen the management of traffic order in the block, make full use of scientific and technological means such as "big data", motor vehicle inspection and control system, and "sonar" snapshot, and take measures such as compressing lanes, setting tortuous paths, installing speed bumps and guardrails to improve the effectiveness of road law enforcement and control, and reduce the phenomenon of traffic noise disturbing people.
In view of the difficulty in obtaining evidence after the police found that the motor vehicle honked illegally in previous on-site law enforcement activities, the traffic police department increased the construction of scientific and electronic equipment, built three sets of "sonar" equipment in a quiet community in advance, and will take off-site law enforcement measures to investigate and deal with illegal honking.
In the next step, public security traffic police, ecological environment, transportation, urban management, construction, market supervision and other departments will strengthen joint law enforcement, and study and formulate comprehensive traffic noise control measures to purify the urban traffic environment, improve the urban ecological quality, and promote the modernization of social governance in the city.
