In May, 20021,the National Development and Reform Commission, the Central Network Information Office, the Ministry of Industry and Information Technology and the National Energy Administration jointly issued the Implementation Plan for Computing Hub of Collaborative Innovation System of National Comprehensive Big Data Center. It is clearly pointed out in the plan that according to the national major regional development strategy, according to the energy structure, industrial layout, market development and climate environment, Guizhou, Inner Mongolia, Gansu, Ningxia and other places will lay out national hub nodes of the national comprehensive computing network, develop data center clusters, and guide the intensive, large-scale and green development of data centers.
It is even more clear in the "Implementation Plan for Implementing the Target of Peak Carbon Neutralization of Carbon Dioxide Emissions and Promoting the Green and High-quality Development of New Infrastructure such as Data Centers and 5G" that the overall utilization rate of data centers in China has improved significantly, and the utilization rate of data centers in the west has increased from 30% to more than 50%, and the supply and demand of computing power in the east and west are more balanced.
