Chapter 1 General Provisions Article 1 In order to strengthen the safety management of limited space operations, prevent and reduce production safety accidents, and protect the lives of employees, in accordance with the "Work Safety Law of the People's Republic of China and the State" Hebei Province Production Safety Regulations and other relevant laws and regulations are formulated in conjunction with the actual conditions of the province. Article 2 These regulations shall apply to the safety management and supervision of limited space operations within the administrative region of this province.

The term "limited space" as mentioned in these regulations refers to a closed or partially closed space that is relatively isolated from the outside world. The entrances and exits are relatively narrow. Workers cannot work inside for a long time. The natural ventilation is poor and can easily cause poisonous, harmful and flammable conditions. A space where explosive substances accumulate or the oxygen content does not meet national standards. Article 3 Production and business units shall fulfill the main responsibilities for safe production, strengthen safety management of limited space operations, clarify safety management responsibilities, implement safety management measures, and ensure safety funding investment. Article 4 The emergency management departments of the people's governments at or above the county level are responsible for comprehensive supervision and management of the safety of limited space operations within their respective administrative regions.

Relevant departments of the people's governments at or above the county level shall supervise and manage the safety of limited space operations in relevant industries and fields within the scope of their respective responsibilities.

Emergency management departments and departments that supervise and manage the safety of limited space operations in relevant industries and fields are collectively referred to as departments responsible for the supervision and management of limited space operations. Article 5 People's governments at all levels and their relevant departments shall encourage and support research and innovation in production safety technology, accelerate the transformation of scientific and technological achievements, promote production and business units to use advanced equipment and technology to replace manual operations in limited spaces, and improve the safety technology level of operations in limited spaces. . Article 6 People's governments at all levels and their relevant departments shall adopt various forms to carry out safety publicity and risk warning education activities for limited space operations, help the public understand the safety knowledge of limited space operations, and enhance risk prevention for production and business units and employees. consciousness. Chapter 2 Safety Management System Article 7 Production and business units shall, based on the characteristics of the unit's limited space operations, establish and improve risk identification and control, contracting management, on-site operation management, education and training, and emergency response that are adapted to the unit's actual limited space operations. and other safety management systems and operating procedures, and incorporate them into the unit’s safety management system. Article 8 Production and business units shall confirm basic information such as the name, quantity, location, type and risk factors of the unit’s limited space, and establish a limited space management ledger. For non-fixed limited space, the basic information is dynamically adjusted according to its changes.

When there are changes in the production process, facilities and equipment of the production and operation unit, they should be reconfirmed and the management ledger should be updated in a timely manner. Article 9 Production and business units shall identify the following limited space risk factors:

(1) The presence of toxic and harmful gases such as hydrogen sulfide and carbon monoxide, which may easily cause poisoning accidents;

(2) ) The presence of suffocating gas or oxygen-deficient environment is prone to suffocation accidents;

(3) The presence of flammable and explosive gases and dust environments is prone to cause fires, explosions and other accidents;

(4) The humidity in the working space is high, and electric equipment leakage and electric shock accidents are prone to occur;

(5) The temperature in the working space is high or low, and operators should not work for a long time;

(6) Other risk factors. Article 10 Production and business units shall determine the risk level based on the types, parameters, and characteristics of limited space hazard factors, formulate management and control measures, and use modern information technology means such as the Internet of Things and big data to strengthen risk management and control of limited space operations. For limited spaces where there are dangers of poisoning, suffocation, flammability and explosion, key management and control should be implemented, control areas should be demarcated, and personnel access and process control should be implemented. Article 11 Production and business units shall set up eye-catching, clear and standardized safety warning signs and warning signs (boards) at the entrances and exits of limited spaces, key parts and related facilities and equipment, stating the name, number, risk factors and control measures of the limited space. , manage responsible persons, emergency equipment and equipment, prohibited matters and other information, and regularly inspect warning signs and warning boards (boards). If discoloration, staining, incompleteness, falling, loss, etc. are found, they should be repaired and replaced in a timely manner. Article 12 Production and business units shall incorporate the safety management of limited space operations into the content of safety production education and training, and carry out targeted education and training for personnel involved in limited space operations. The training materials shall be archived for no less than one year. The training content should be consistent with the actual situation of the unit’s limited space operations, and mainly includes the following content:

(1) Basic information on the type, quantity, distribution, risk factors and control measures of the unit’s limited space;

(2) Various safety management systems for limited space operations;

(3) Limited space operating procedures, operating procedures, etc.;

(4) Relevant equipment and testing The correct use of instruments and labor protection supplies;

(5) Emergency measures in emergency situations. Article 13 If a production and business operation unit outsources operations in a limited space to other units for implementation, it shall review the contracting unit's safety production conditions or corresponding qualifications in accordance with the relevant laws and regulations on production safety. Those who do not have safe production conditions or corresponding qualifications shall not be awarded contracts.

The production and operation unit shall sign a special limited space operation safety management agreement with the contracting unit, or stipulate their respective safety management responsibilities in the contract, and strictly perform their respective safety management responsibilities in accordance with the agreement.

Production and business units shall coordinate and manage the limited space operations of the contracting units in a unified manner, conduct regular safety inspections, and promptly urge rectifications; the contracting units shall strictly carry out operations in accordance with the safety requirements for limited space operations.
