Further increase the financial support for small and micro-enterprise financing guarantee, the comprehensive use of business subsidies, incremental business incentives, capital investment, compensation, innovation incentives, and other ways to guide the guarantee, financial institutions and foreign trade integrated service enterprises to provide financing services for small and micro-enterprises.

4. Encourage large banks to make full use of the advantages of institutions and outlets, and increase the construction of specialized institutions for small and micro-enterprise financial services. Guide small and medium-sized banks to improve small and micro-enterprise financial services and strategic transformation, scientific adjustment of the credit structure, focusing on supporting small and micro-enterprises and regional economic development. Guiding banking financial institutions to innovate their products and services in response to the operating characteristics and financing needs of small and microenterprises. Each banking financial institution has a separate credit program for small and micro-enterprises on the premise of commercial sustainability and effective risk control. Under the premise of strengthening supervision, vigorously promote the conditions of private capital to initiate the establishment of small and medium-sized banks and other financial institutions in accordance with the law.

5. Establishing an information interconnection mechanism to support the development of small and micro-enterprises. Relying on the enterprise credit information disclosure system of the administration for industry and commerce, a directory of small and micro-enterprises has been established on the basis of voluntary declarations by enterprises, and centralized disclosure of all kinds of supportive policies and information on enterprises' enjoyment of the supportive policies has been made public. Through the unified credit information platform, information on industrial and commercial registration, administrative licenses, tax payments, social security contributions and other information is brought together to promote the credit information***sharing of small and micro-enterprises and the construction of a credit system for small and micro-enterprises. Through information disclosure and ***sharing, modern information technologies such as big data and cloud computing are utilized to promote the provision of more effective services by government departments and professional institutions such as banks, securities and insurance. A certain percentage of sample enterprises from small and microenterprises will be taken for tracking surveys, and monitoring and analysis will be strengthened.
