City Big Data Center is responsible for the construction, operation and maintenance of the city's unified public data open platform (hereinafter referred to as the open platform), and formulate relevant technical standards.
The department determined by the District People's Government shall be responsible for guiding, promoting and coordinating the opening of public data within its administrative area.
Other public * * * management and service institutions shall, in accordance with relevant laws, regulations and rules, do a good job in the relevant work of public * * * data opening. Article 6 (Data Security Protection)

The municipal administrative department of economic informatization shall, in conjunction with the municipal big data center, formulate the classification rules of public data in this Municipality in combination with factors such as public data security demand, personal information protection demand and application demand. The subject of data opening shall, in accordance with the classification rules and in combination with the characteristics of industries and regions, formulate corresponding implementation rules, classify public data, and determine the types, conditions and regulatory measures of opening.
The public * * * data involving commercial secrets, personal privacy or laws and regulations are not allowed to be disclosed, which is classified as non-public; Public data with high requirements for data security and processing capacity, strong timeliness or need to be continuously obtained are included in the category of conditional opening; Other public data are included in the unconditional open category.
Non-open public data can be classified as unconditional open or conditional open if it has been decrypted or desensitized according to law, or if the relevant right holders agree to open it. Article 12 (open list)
The subject of data opening shall, in accordance with the annual opening priorities and public data classification rules, formulate a public data open list (hereinafter referred to as the open list) within the scope of the catalogue of public data resources in this Municipality, and list the public data that can be opened to the society. The open list shall be marked with information such as data fields, data abstracts, data items and data formats, and the open type, conditions and update frequency of data shall be defined.
The municipal administrative department of economic informatization shall establish an open list review mechanism in combination with the subject of data opening. After the audit, the public list will be published through the public platform.
