The production and import of natural gas, liquefied petroleum gas, dimethyl ether, natural gas pipeline transmission outside the city gate station, the use of gas as raw materials for industrial production, biogas, straw gas production and use, shall not be subject to these regulations.
The gas referred to in these regulations refers to the use of gas as a fuel and meet certain requirements of gaseous fuels, including natural gas (including coalbed methane, shale gas, etc.), liquefied petroleum gas, artificial gas and dimethyl ether for town gas. Article 3 The management of town gas adhere to the principles of integrated planning, safety, ensure supply, standardize services, energy saving and high efficiency, construction and management. Article 4 The people's governments at or above the county level shall strengthen the leadership of the gas work, incorporate the gas work into the national economy and social development planning, and establish a gas management coordination mechanism involving relevant departments. Article 5 The provincial people's government housing and urban-rural construction department is responsible for the management of urban gas in this province. Municipal and county people's government management of gas departments are responsible for the management of urban gas in their administrative areas.
The provincial people's government is responsible for the management of gas automobile refueling stations in this province, the city, state and county people's government management of gas automobile refueling stations is responsible for the management of gas automobile refueling stations within the administrative area.
People's governments at or above the county level, other relevant departments in accordance with the provisions of these regulations and other relevant laws and regulations, in their respective areas of responsibility for the management of gas. Article VI of the gas management department shall use information technology means to improve the gas industry safety supervision capabilities; encourage and support gas operators to use big data and other information technology to enhance production and operation and service level. Article VII of the people's governments at or above the county level shall increase investment in the construction of gas facilities, encourage and support the participation of all types of capital investment in the construction of unified planning of gas infrastructure. Chapter II Planning and Construction Article 8 The gas management department of the people's governments above the county level shall, in conjunction with the relevant departments to prepare the administrative region of the town gas development planning, approved by the people's government at this level and then organized and implemented, and reported to the people's government of the previous level of the gas management department for the record. Article IX gas facilities construction projects should be consistent with urban and rural planning, town gas development planning.
Pipeline gas city gate station, storage and distribution stations, bottled gas storage and distribution stations, storage stations, filling stations, gas filling stations and other important gas facilities construction projects, the approval unit before the project shall seek the views of the relevant departments, and in strict accordance with the basic construction procedures for approval.
Residential gas pipelines, gas bottle stations, bottled gas distribution outlets and other small gas facilities by the people's government at or above the county level gas management department for approval and implementation of the construction. Article 10 of the town gas development planning area of new construction, expansion, alteration of construction projects require supporting the construction of gas facilities, should be synchronized with the main project of the construction project planning, design, construction, acceptance and transfer of construction data files.
City, county-level people's government gas management department shall be based on town gas development planning and safety requirements, to reach the major sources of danger standard gas stations and other construction projects, the preliminary design of the safety chapter of the organization review. Article XI of the town gas development planning area of new residential town gas project installation fees should be included in the cost of housing construction, any enterprise shall not be in any form to the residential users charged separately.
Because there is no gas conditions are not yet included in the cost of construction of town gas engineering installation fees, should be agreed in the contract for the sale of housing; not agreed in the contract for the sale of housing, shall not be charged to the residential users.
Constructed residential retrofitting piped gas facilities, town gas project installation fee by the piped gas operator in accordance with the contract to charge residential users, but shall not be higher than the provincial people's government price authorities to develop the fee standard.
Non-residential users of town gas project installation costs, in accordance with the relevant departments of the provincial people's government to determine the project cost quota pricing, by the pipeline gas operators in accordance with the contract to non-residential users.
Gas operators to install gas metering devices should be qualified metrological calibration institutions to verify the qualification, and labeling verification mark. Users can refuse to install the gas metering device without a validation mark. Chapter III operation and service Article XII of the pipeline gas franchise, by the people's government at the county level in accordance with the town gas development planning through bidding according to law to select the operator, and signed a pipeline gas franchise agreement. Pipeline gas franchise activities, in accordance with the "municipal utilities in Guizhou Province franchise management regulations" and the relevant provisions of the state. Article XIII prohibits individuals engaged in piped gas business activities.
Individuals applying for new bottled gas business, should set up a business. Article XIV engaged in gas business shall obtain a gas business license in accordance with the law, and in accordance with the following provisions:
(1) engaged in piped gas, compressed natural gas refueling mother station, bottled gas filling and supply station (point) business, to the county-level people's government gas management department to apply for a gas business license;
(2) the same city, state, cross-county administrative areas, to the city or state people's government gas management department to apply for a gas business license.
(B) within the same city or state across the county administrative area, to the gas management department of the people's government of the city or state gas management department for gas business license;
(C) engaged in the operation of gas vehicle refilling stations, to the people's government of the county level management of gas vehicle refilling station department to apply for a gas business license.
The gas management department shall complete the review within 10 days from the date of acceptance of the application, and issue a gas business license to the eligible operators.
