There are two important driving forces to promote the smart city, one is the new generation of information technology represented by the Internet of Things, cloud computing, mobile Internet, and the other is the city open innovation ecology for innovation 2.0 that has been gradually nurtured in the knowledge society environment. The former is the technical factor at the level of technological innovation, and the latter is the socio-economic factor at the level of social innovation. The driving role of innovation in the development of smart cities can thus be seen. Prof. Meng Qingguo, secretary and vice president of Tsinghua University's School of Public **** Management, suggests that new-generation information technology and innovation 2.0 are the two major genes of a smart city, and one is indispensable to the other.
