The 12 matters include unemployment registration, employment registration, insurance registration for flexibly employed persons, declaration of contributions for flexibly employed persons, revocation of arrears of contributions for flexibly employed persons, contribution to provident fund for flexibly employed persons, application for social insurance subsidy for flexibly employed persons in difficulty in employment, application for social insurance subsidy for flexibly employed college graduates, hosting of personnel files (acceptance), application for social security card, transfer of personnel files (including transfer of retired persons' files), and transfer of social security cards. transfer (including registration of retiree file transfer) and registration of urban and rural residents for basic medical insurance.

Through the "Flexible Employment" service, the employed can choose the situation according to their needs, and at the same time declare their unemployment registration, social security, provident fund, file transfer and other matters. People with employment difficulties and unemployed college graduates within two years of leaving school can also apply for a certain amount of social security subsidies based on the social insurance premiums they pay after being flexibly employed.

The duration of the social insurance subsidy for people with employment difficulties shall not exceed three years, except for those who are less than five years away from the legal retirement age, who can be extended to retirement; and the duration of the social insurance subsidy for the flexible employment of college graduates who have not been employed within two years after leaving school shall not exceed two years.
