The implementation of the regulations can prevent minors from becoming addicted to the Internet. It requires teachers to improve their ability to recognize and intervene in the early stages of a minor student's addiction to the Internet, and to strengthen the guidance of guardians on the safe and reasonable use of the Internet by minors.

The regulations stipulate that network service providers should reasonably limit the amount of money minors of different ages can spend on using their services, and guard against and counteract bad value tendencies such as traffic supremacy.

I think there are four points of particular concern:

One is to improve the institutional mechanism for protecting minors on the Internet.

It is made clear that the national Internet information department is responsible for coordinating the work of protecting minors on the Internet and doing a good job of protecting minors on the Internet in accordance with its duties. It also makes it clear that the State Press and Publication and Film Departments and the State Council's Education, Telecommunications, Public Security, Civil Affairs, Culture and Tourism, Health, Market Supervision and Administration, Radio and Television Departments and other relevant departments shall do a good job of protecting minors on the Internet in accordance with their respective responsibilities.

II. Strengthening the construction of network information content.

Provides that the state encourages and supports the production, copying, publishing and dissemination of network information that is conducive to the healthy growth of minors. It clarifies the measures and reporting obligations of network product and service providers who discover information that jeopardizes or may affect the physical and mental health of minors.

Prohibiting any organization or individual from committing cyberbullying against minors. Network product and service providers are required to establish and improve mechanisms for early warning and prevention, identification and monitoring, and disposal of cyberbullying behavior.

Third, the protection of minors' personal information.

Provides that guardians shall educate and guide minors to enhance their awareness and ability to protect personal information, and guide minors in exercising their relevant rights. Clearly occurs or may occur when the leakage of personal information of minors, tampering, loss of personal information, personal information processors of security incident emergency response requirements. Provide that personal information processors shall strictly set access rights to minors' personal information and conduct compliance audits of personal information. Clearly strengthen the protection of minors' private information.

Four: Promoting network literacy among minors.

Explicitly incorporating Internet literacy education into the content of quality education in schools. Requirements to improve the conditions for minors to access the Internet, and provide high-quality network literacy education programs. Reinforce the responsibility of schools and guardians to educate on Internet literacy, and establish and improve the management system for Internet access by students during school hours.

Specifying the functional requirements of software for the protection of minors on the Internet, and of intelligent terminal products specially designed for use by minors.
