Government data referred to in these Measures refers to documents, information, charts and other types of data resources produced or acquired by administrative organs in the course of performing their duties and recorded and preserved in a certain form, including the data resources formed by the administrative organs directly or through a third party in accordance with the law, authorized by law to manage and rely on the government information system in the performance of their duties.
The information system referred to in these measures, refers to the government information system, including investment and construction of financial funds, financial funds and non-financial funds for joint construction, administrative organs to purchase services from the community or the need for financial funds for operation and maintenance, used to support the administrative organs of the business application of various types of information systems. Article 3 the municipal people's government unified leadership of the city's government data resource management work, coordination and resolution of major problems in government data resource management work.
The people's governments at the county level, in accordance with their duties, are responsible for the relevant work of government data resource management in their jurisdictions. Article 4 The department in charge of big data of the municipal people's government shall perform the following duties:
(1) to guide, supervise, manage and coordinate the city's government data resource management work;
(2) to organize the establishment of a mechanism for communication and coordination of government data resource management;
(3) to organize the formulation and implementation of systems related to the management of government data resources;
(4) to audit, summarize the government data catalogs of the working departments and dispatched agencies of the people's government at this level and of the people's government at the county level;
(e) organize and carry out the assessment of the work of government data resource management of the working departments and dispatched agencies of the people's government at this level and of the people's government at the county level;
(f) other duties as determined by the people's government at the municipal level. Article 5 The competent department for big data of the people's government at the county level shall perform the following duties:
(1) to guide, supervise, manage and coordinate the work of government data resource management of the people's government at this level, and accept the operational supervision and guidance of the competent department for big data at the higher level;
(2) to organize the formulation and implementation of the relevant supporting systems for government data resource management of the people's government at this level;

(4) Organize and carry out the assessment of the work of government data resource management of the working departments of the people's government at this level and the dispatched agencies and township (town) people's governments;
(5) Other duties determined by the people's government at or above the county level. Article 6 Other administrative organs shall, in accordance with their respective duties, do the relevant work of government data resource management. Article 7 The working expenses required for the management of government data resources and services are included in the financial budget at this level and shall be guaranteed. Chapter II Data Catalog Management Article 8 Administrative organs shall classify and grade government data in accordance with the relevant requirements of data classification and grading of the Guizhou Provincial Government and manage them in accordance with the relevant standards. Article 9 The government data catalog includes the government data resource catalog, *** enjoyment catalog and open catalog.
Administrative organs shall, in accordance with the requirements for the compilation of the national government information resource catalog and the requirements for the compilation of the government data resource catalog of Guizhou Province as well as the relevant standards, sort out the government data resources in the possession of the organ within the scope of its responsibilities, clarify the metadata, source business, categories, ****enjoyment of the data and open attributes, levels, use requirements, update cycle, etc., and timely compile the government data resource catalog, ****enjoyment catalog, and open catalog of the organ, and timely compile the government data resources of the organ. It shall compile the catalog, *** enjoyment catalog and open catalog of government data resources of the organ in a timely manner. Article 10 The government data resource catalog, *** enjoyment catalog and open catalog of basic information resources such as population information, information of legal entities, natural resources and spatial geographic information, electronic license information, etc., shall be compiled by the leading construction authority of the basic information resource database.
The government data resource catalogs, *** enjoyment catalogs and open catalogs of thematic information resources, such as accurate poverty alleviation, health, social security, food and drug safety, safety production, price regulation, energy safety, credit system, urban and rural construction, community governance, ecological environment protection, meteorology and hydrology, and emergency stabilization, etc., which are formed by multiple administrative organs*** in the same construction project, shall be compiled by the lead construction organ of the thematic information resources, which shall organize relevant organs*** with the relevant organs. The organ organizes the relevant organs*** to be responsible for compiling the same. Article 11 The government data resource catalogs, *** enjoyment catalogs and open catalogs of administrative organs shall be included in the city's general catalog of government data resources, *** enjoyment catalogs and open catalogs for centralized storage and unified management. Article 12 The government data resource catalogs, *** enjoyment catalogs and open catalogs of the working departments of the people's governments at the county level and their dispatching agencies, and of the people's governments of townships (towns) shall be audited and summarized by the competent department for big data of the people's governments at the county level where they are located, and then reported to the competent department for big data of the people's governments of the city after the people's governments of the respective levels have examined and approved them.
The government data resource catalogs, *** enjoyment catalogs and open catalogs of the working departments and dispatched agencies of the municipal people's government shall be audited and summarized by the competent big data department of the municipal people's government.
The big data authority of the municipal people's government shall summarize the data resource catalogs, ****sharing catalogs and open catalogs of the municipal people's government and the people's government at the county level, and form the city's general catalog of government data resources, ****sharing catalogs and open catalogs, respectively, and report them to the municipal people's government for validation.
After the general catalog of government data resources and the ***sharing catalogs are published in the government data ***sharing platform (hereinafter referred to as the ***sharing platform), and the open catalog is published on the government data open platform (hereinafter referred to as the open platform).
