Government data referred to in these Regulations refers to all kinds of data resources recorded and preserved in certain forms, produced or acquired by the people's governments of the city, districts (cities and counties), their working departments and dispatching agencies, and the people's governments of townships (townships) (hereinafter referred to as the administrative organs) in the process of performing their duties in accordance with the law.
Government data ****sharing as referred to in these Regulations refers to the use of government data of other administrative organs or the provision of government data for other administrative organs by administrative organs in the performance of their duties.
The opening of government data referred to in this regulation means the act of administrative organs providing government data to citizens, legal persons and other organizations. Article 3 The opening of government data *** enjoyment should be problem and demand-oriented, following the principles of integrated planning, comprehensive promotion, unified standards, convenient and efficient, active provision, free services, management in accordance with the law, security and control. Article 4 The Municipal People's Government shall provide unified leadership for the city's government data *** enjoyment and openness, and coordinate the major matters of government data *** enjoyment and openness. The people's governments of the districts (cities and counties) shall lead the work of opening up government data***sharing in their respective districts.
The municipal administrative department of big data is responsible for the supervision, management and guidance of the city's government data ****sharing and opening up. The administrative department for big data of the district (city or county) is responsible for the management work related to the opening up of government data***sharing in its jurisdiction, and accepts the supervision and guidance of the municipal administrative department for big data in its business.
Other administrative organs shall, within the scope of their duties, do a good job in the collection and aggregation of government data, cataloging, data provision, updating and maintenance, and security management. Article 5 The people's governments at or above the county level shall incorporate government data *** enjoyment and openness into the national economic and social development planning and annual plans of their jurisdictions.
Government data *** enjoy open work required funds into the financial budget at the same level. Article 6 administrative organs shall strengthen the government data *** enjoy open publicity and education, guidance and promotion, enhance the awareness of government data *** enjoy openness, and enhance the ability of the whole society to apply government data. Article 7 encourages the administrative organs in the government data *** enjoy open work of early and pilot, explore and innovate.
The people's governments at or above the county level shall, in accordance with the regulations, give commendations or rewards to the units and individuals who have made outstanding contributions to the work of opening up government data **** enjoyment. Article 8 The implementation of government data *** enjoyment and openness, shall, in accordance with the law, safeguard national security and social public **** security, conservative state secrets, commercial secrets, and protection of personal privacy. Any organization or individual shall not use *** enjoy, open government data for illegal and criminal activities. Chapter II Data Collection and Convergence Article 9 The Municipal People's Government, relying on the "Cloud Guizhou" Guiyang sub-platform, unified construction of government data **** enjoyment platform (hereinafter referred to as the **** enjoyment platform) and open government data platform (hereinafter referred to as the open platform), for the convergence, storage, **** enjoyment, and open the city's government data.
Except as otherwise provided by laws and regulations, the Guiyang sub-platform of "Guizhou on the Cloud", the ***sharing platform and the open platform shall be interconnected with the ***sharing and open platforms of the State and Guizhou Province in accordance with regulations.
The specific measures for the construction, operation, maintenance and management of the *** enjoyment platform and open platform shall be formulated by the municipal people's government. Article 10 The administrative organs shall incorporate their own jurisdictions, their own informatization systems into the overall management of municipal government data *** enjoyment and openness, and provide access interfaces that meet technical standards to interface with the *** enjoyment platform and open platform. Article 11: Government data shall be managed in a hierarchical and categorized catalog. Catalogs include government data resource catalogs and *** enjoyment catalogs, open catalogs.
Administrative organs shall, in accordance with the guidelines for the preparation of government information resource catalogs and standards of the state and Guizhou Province, prepare the catalogs of their own jurisdictions and organs within the scope of their duties and report them to the administrative department in charge of big data for summarization on a level-by-level basis.
The catalog shall be audited by the administrative department of big data and validated by the people's government at the same level, and the municipal *** enjoyment catalog and open catalog shall be published in accordance with the regulations. Article 12 The administrative organs shall, in accordance with the technical specifications, collect government data within the scope of their duties, process them and then converge them in real time to the *** enjoyment platform.
The collection of government data involves more than one administrative organ, the relevant administrative organs in accordance with the provisions of the responsibilities of the collection and convergence.
Administrative organs shall have the right to manage and use the government data collected by them in accordance with the law. Article 13 The administrative organs shall carry out dynamic management of the government data provided to ensure that the data are true, accurate and complete.
As a result of changes in laws and regulations or changes in administrative functions involving directory adjustments, the administrative organ shall be updated within 15 days from the date of occurrence of the situation; as a result of changes in economic, political, cultural, social and ecological civilization and other changes in the situation involving changes in government data, the administrative organ shall be updated in a timely manner.
Government data users have doubts about the catalog and access to data or found to be in error, it should be timely feedback to the government data providing authorities to verify.
