In accordance with the standard of "the per capita net income is less than 5,000 yuan and there is a risk of returning to poverty", all unstable households that have been lifted out of poverty (including those who have been lifted out of poverty and do not enjoy the policy) will be monitored. The specific standards are as follows:
1. The family has an industry, but the income from the industry has not been stable for two consecutive years, has not risen but fallen, and may fall below the current poverty alleviation standard.
2. There are employed persons in the family, but the employment income has not been stable for two consecutive years and may fall below the current poverty alleviation standard.
3. The income structure is unreasonable, the subsidy income is too high (accounting for more than 60% of the total household income), and the subsidy policy will end in 2020 or be adjusted in the mid-term.
4. Those who have large rigid expenditures due to illness, schooling, disasters, accidents, failure of industrial development, etc., resulting in income that is likely to drop below the current poverty alleviation standards.
5. In principle, the households lifted out of poverty in 2019 will not be marked as poverty alleviation monitoring households.
