All localities should establish a working mechanism led by the administrative department of education, with the participation of relevant departments such as finance and information, and co-ordinate related work. The provincial education administrative departments should set up a work leading group with the participation of relevant departments such as vocational education, planning, finance, enrollment, education informatization, etc., and be specifically responsible for the system construction, deployment, training, funding guarantee, user management, data sharing, data collection, system application, operation and maintenance of the province (autonomous regions and municipalities). All localities should formulate detailed rules or measures for the implementation of the work in light of local conditions, clarify the division of tasks and time arrangements of various departments, and ensure the smooth progress of the construction work.
