Article 3 The Ministry of Human Resources and Social Security is responsible for the management of social security nationwide Card issuance and application work. Provincial and prefecture-level human resources and social security departments are responsible for managing the issuance and application of social security cards in their regions, and their affiliated information comprehensive management agencies are specifically responsible for matters related to the issuance and technical management of social security cards. Article 2 The regions that issue social security cards (hereinafter referred to as card-issuing regions) should establish standardized human resources and social security business processes, with strong comprehensive coordination among various businesses to ensure the effective application of social security cards. At the same time, the following technical conditions should also be met:
(1) Establish a business management system, database and information network suitable for card use to provide back-end support for social security card applications;
(2) Have the technical strength to support the management and application of social security cards, including personnel, equipment, etc., and be able to quickly complete the system layout of social security card applications;
(3) Formulate a standardized and feasible implementation plan, Including application design plans, cost solutions, information collection plans and specific issuance plans;
(4) Establish a scientific and complete social security card issuance and management system and clear internal control procedures, and formulate emergency response Plans for emergencies;
(5) Other conditions specified by the Ministry of Human Resources and Social Security.
