modifying the listener.ora configuration file has nothing to do with whether the listener is running. Under normal circumstances, it can be modified at any time. Tell me what tool you used, under what state you made the modification, and what is the exact error message that cannot be modified. It is also possible that your operating system user does not have write permission for this disk.
