(2) one of the following circumstances, you can apply for a change of name: ① name or name harmonies against public order and morals; ② name or name harmonies easily cause gender confusion, misunderstanding or hurt my feelings; ③ name contains remote characters; ④ public security organs believe that there is a need to change the name of other cases.

(4) one of the following circumstances, do not apply for the registration of name change:

① serving a prison sentence or re-education through labor, criminal coercive measures;

② as a party to the civil case has not yet been concluded or not yet completed the implementation of the case;

③ parents divorced minors to change the name of the parents failed to reach an agreement;

④ change of name or correct the birth of minors, parents failed to reach an agreement;

③ change of name or correction of the date of birth less than three years.
