For China’s top 100 counties, the regional GDP is greater than 40 billion yuan and the general public budget revenue is greater than 2 billion yuan as the entry threshold. Based on this, an evaluation index system for high-quality development of county economy is established. These include 4 first-level indicators, 8 second-level indicators, and 22 third-level indicators. As can be seen from the list of top 100 counties in the figure below, there are 68 top 100 counties in the eastern region, 21 in the central region, 8 in the western region, and 3 in the northeastern region. Compared with 2019, there were three fewer cases in the eastern region, two more in the central region, one more in the western region, and the northeastern region remained unchanged. This means that from the county economic level, my country’s strategy for the rise of central and western China has achieved initial results.

According to policies and geographical location, Shanxi belongs to the central region. Shanxi's economic development has been declining, and it once had the second-lowest GDP growth rate in the country for three years. Shanxi is too dependent on coal. Mining output contributes one-third of Shanxi's GDP. Shanxi lacks innovation, has many black industries, and has very little green economy. Shanxi made its fortune from coal power, but we all know that coal power has no future.

Shanxi should explore its own advantages, such as cultural tourism. Shanxi’s tourism resources are extremely rich. It ranks first in the country in the number of registered immovable cultural relics; in the number of national key cultural relics protection units; in the country’s existing ancient Number one in terms of number of buildings. The distribution map of tourist attractions in Shanxi Province is more intuitive. Shanxi Province can vigorously develop cultural tourism and slowly transform based on this. In addition, each county in Shanxi Province should form its own advantageous industries, so that each county has its own leading advantageous industry group, and half of the people in a county-level city can participate. In this way, many family workshops can be formed, and people can help each other. At the same time, the local government should also vigorously lead and support, take a long-term view, and try to choose industries with development prospects or industries with a profound cultural background. In this way, talents will be retained and the economy will gradually develop.
