He argues that OBE achieves a paradigm shift in education.

II. The meaning of OBE

1. OBE emphasizes success for all. All students can be successful in learning, i.e., successful learning promotes more successful learning.

2. OBE emphasizes individualized assessment. According to the individual differences of each student, the development of personalized assessment levels, and timely assessment, so as to accurately grasp the student's learning status, timely correction of teaching.

3. OBE emphasizes refinement. Teaching evaluation should be based on the premise that every student can be familiar with the content, and no longer differentiate between high and low students. As long as each student is provided with appropriate learning opportunities, they will be able to achieve the learning outcomes.

4. OBE emphasizes responsibility for performance. Schools are more responsible for learning outcomes than students, and need to provide a concrete basis for evaluation and improvement.

5. OBE emphasizes competence. Education should provide students with the ability to adapt to future life, and educational goals should list specific core competencies, each of which should have clear requirements, and each of which should have detailed curricular counterparts.
