(2) Encourage the research and development, production and use of safe, highly efficient, ecological and environmentally friendly fertilizers and pesticide products, and support the implementation of the protection of arable land, scientific research and project construction for the treatment of polluted arable land;

(3) encouraging and supporting large-scale farms of livestock and poultry, professional farming households and fixed-point slaughtering enterprises to adopt effective measures such as returning harmless manure to the field, producing biogas, returning biogas residue and digestate to the field, and manufacturing organic fertilizers, so as to carry out environmentally sound treatment of livestock and poultry manure, livestock and poultry carcasses and sewage and other wastes;

(4) other measures conducive to arable land protection and prevention measures.

The competent departments of agriculture and rural areas of the people's governments of the cities, flag counties and districts shall formulate specific subsidies for agricultural producers who use organic fertilizers and biodegradable agricultural films that meet the standards, as well as for agricultural producers who adopt green prevention and control techniques for pests and diseases such as biological control, and report them to the people's governments at the same level for finalization.
