1. Open your San Andreas

2. Click on OPTIONS in the second line

3. Click on CONTROLLER SETUP in the first line

4. Click on CONFIGURATION in the first line in order to switch modes, and the default mode is The default mode is MOUSE+KEYS, click on it to switch to what you call JOYPAD.

Press esc to switch back to the main menu and enter the game, and you'll see that it works.

If you want to change it back, just follow the same steps to switch back.
