The answer is shadow handling and texture filters! These two settings have a huge impact on the frame rate
Shadow handling is set to "Advanced", which drops the frame rate drastically. Originally, 30 fps was reduced to 20 fps, which is the same as 20 fps anywhere, but at night in Mowgli's Mile it was reduced by another 10 fps as usual (of course with the texture filter set to "advanced"). So it is recommended to set the shadow processing to "Standard", there is no need to go too far

There is no need to set the shadow processing to "Standard". With shadows set to "Standard", in Moglioli at night, I found that the original 30 fps dropped to 20 fps, but changing the texture filter to "Standard" brought it back to 30 fps

The texture filter only has a big impact on fps where there is too much glow. All the houses in Mowgli are basically glowing, and there are a lot of glowing mushrooms to make this a problem
The summary is that if we see a big drop in frames, the first thing we need to try is to set "Shadow Processing" to Standard

PS: All of the above is for the low end of the spectrum, but for the high end of the spectrum, please don't bother, it's just a matter of how high you get!
Lastly, about the shadow frame rate, my configuration can't work, I have set the shadow frame rate to variable, still 60 fps for CG animation, 30 fps for any scene. It won't boost the frame rate much.
