●Business Plan Arrangement
According to the 2013 departmental budget approved by the Ministry of Land and Resources for the Planning Institute, the soft science research topics tasked to the Planning Institute, the scientific and technological projects approved by the Ministry of Science and Technology and the National Natural Science Foundation of China, as well as the decision-making support services and external technical service contracts signed, and centering on the functional positioning and the key work of the Ministry of Land and Resources in 2013, the Planning Institute has *** issued throughout the year two batches of business plans, and implemented 66 business projects of various types with a funding of 284.8390 million yuan (Table 1-1).

In 2013, the business plan projects undertaken by the Academy were steadily implemented in accordance with the requirements of the mission statement and contract, and the business support capacity was continuously strengthened and the development of the business system was continuously improved. The soft science research projects of the Ministry of Land and Resources, land management projects, new construction land reimbursable use fee projects, and the Dean's Fund projects, etc., all completed their corresponding work and research tasks according to the plan, with rich results; the projects and topics undertaken by the 12th Five-Year National Science and Technology Plan, the Public Welfare Industry Scientific Research Special Project, and the Natural Science Foundation, etc., were smoothly promoted according to the requirements, and one of the projects was successfully implemented according to the mission statement and contract. The projects and subjects undertaken under the "Twelfth Five-Year Plan" National Science and Technology Program, Public Welfare Industry Scientific Research Special Project, Natural Science Foundation and other projects and subjects were all successfully promoted according to the requirements, with one of the projects passing the acceptance and the other projects forming stage results, and the capacity of scientific and technological innovation being continuously improved. In 2013, the Institute focused on the central work and actively served the overall situation, with good overall project implementation, no abnormality found in the execution of the budget, good business development momentum, and further enhancement of technical guarantee and support capacity.
Business foundation to support the scientific management of land resources is more powerful
In accordance with the requirements of the State Council to prepare for the report on the results of the second national land survey, the Academy comprehensively initiated the report on the data of the second survey to the State Council, further improved the outline of the report, made a database presentation system, and cooperated with the State Council to complete the report on the results of the second national land survey to the State Council. The results of the second national land survey were reported to the central government four times and announced to the public. The results of this major national survey provided important basic data for the scientific formulation of economic and social development planning and policies.
Publication of the data of the Second National Land Survey
Carrying out the monitoring and verification project of the National Land Change Survey, continuously improving the institutional mechanism of change survey and remote sensing monitoring, systematically optimizing the project management mode, and constructing the project management system and auxiliary tool software, which effectively improved the efficiency of the management of change surveys; comprehensively completing the work of the 2012 annual period and initiating the work of the 2013 annual period ahead of schedule; "the National Land Survey" and "the National Land Survey of the People's Republic of China" were completed. The work for 2012 was fully completed and the work for 2013 was started ahead of schedule, and the "National Land Basic Database" continued to be sound and perfect; the survey and evaluation of the national arable land reserve resources was started in full swing, and preliminary preparations and pre-studies were carried out; and the comprehensive analysis and application of the results were increased, so as to form the "big data" and carry out the "big analysis". A solid foundation has been laid for the formation of "big data" and "big analysis".
Preparing and improving the National Outline of Land Use Planning (2011-2030), and forming a draft for review and submission to the State Council, as well as explanations, an EIA report, a planning atlas, and other materials, the results of which provided scientific support for strengthening spatial control of the national territory; completing the mid-term evaluation of the implementation of the Outline of the National Overall Land Use Planning (2006-2020); and increasing the comprehensive analysis and application of the results. Completed the mid-term assessment of the implementation of the Outline of the National Overall Land Use Plan (2006-2020), which systematically sorted out the achievements made by the Ministry of Land and Resources in the revision and implementation management of the overall land use plan since 2006, objectively evaluated the implementation of the Outline of the National Overall Land Use Plan, and drafted the Circular on the Standardization of the Evaluation and Revision of the Overall Land Use Plan at Municipal, County and Township Levels, which promoted the system of the evaluation and revision of the overall land use plan; It pushed forward the updating of the database of the overall land use plan with all its strength, and determined the working mode, review requirements and rule requirements; and formed a planning business system that emphasizes both land planning, planning preparation and planning implementation management.
Symposium on Resource and Environmental Carrying Capacity and the Basis of Territorial Development and Acceptance Meeting on the Results of Thematic Research on Territorial Planning
Successfully completed the research and development of the National Land Registration Information Dynamic Supervision and Querying System and the trial run demonstration of the four-tier linkage, which realized the real-time reporting of land registration information at the county level; carried out the research related to the National Unified Coding of Parcels, deployed the 2013 Unified Coding of Parcels at the provincial level accelerated the implementation of rural cadastral surveys, completed the 2012 pilot cadastral survey of villages in established towns, and deployed the 2013 pilot survey, completed the national-level sampling survey on the registration and issuance of collective land ownership certificates in four provinces, and conducted in-depth research on the reform of the shareholding system of rural collective land; continued to conduct in-depth research on the system for determining and registering the rights to land above and below the ground in cities, and completed the data analysis of the pilot survey on the rights to land above and below the ground in cities. Acceptance Meeting of Pilot Cities for Unified Coding of Parcels of Land
Resource One 02C and Gaofen satellite data were directly pushed to the Planning Institute, expanding the area of data collection for 02C satellite-supported land-change surveys, and upgrading the capacity building of satellite applications and services; the implementation of the "Land and Sea Observation Satellite Operational Development Plan (2011-2020)" was promoted, and the work of the "Land and Sea Observation Satellite Operational Development Plan" was completed. It has promoted the implementation of the "Land and Sea Observation Satellite Operational Development Plan (2011-2020)", and completed the preparation of the project proposal for the "Land Resources Survey and Monitoring Satellite Operational System (Phase I) Project", which is a priority project in the "Twelfth Five-Year Plan", and validated the project within the ministry. The implementation of the land high-resolution project has been strengthened, and the construction of the first-phase application demonstration system for the land high-resolution camera has been fully launched.
The ability of scientific and technological supervision to serve the management of land resources was significantly enhanced
Monitoring of urban land price and land management situation across the country continued to be promoted, the pilot work of calibrated land price was carried out in an orderly manner, and the baseline land price maps, the distribution maps of monitoring points and the attribute information of standard parcels of land of more than 90% of the monitored cities across the country were dynamically online and updated, and the nationally linked comprehensive platform of land price information of China that collects, analyzes, monitors and publishes data was operated in an integrated manner. The comprehensive platform for land price information in China, which was integrated with the nationally linked data collection, analysis, monitoring and release, operated well; cooperated in the research on the long-term mechanism for real estate market regulation and control, continued to carry out statistical analysis of real estate market-related data, completed the tracking statistics of abnormally traded land parcels and early-warning and prediction of high-priced land, and further enhanced the ability and level of service for real estate land use regulation and control; carried out the national survey on land cost, and established a mechanism for effectively regulating the reasonable price ratio of industrial and residential land. It also conducted a national land cost survey, established a mechanism for effectively regulating the reasonable price ratio between industrial land and residential land, and laid a research foundation for raising industrial land prices; and established a system for regular release of monitoring results, which gained wide attention from the society, and positively and correctly guided the public opinion.
Seminar on the Exchange of Preliminary Results of the National Pilot Pricing Program
The results of the change survey have been used for multiple purposes, and have continued to support the construction of the "One Map", the comprehensive supervision platform, and land law enforcement inspections. We extracted 910,000 mu of suspected new construction land plots for the land and minerals law enforcement inspections; in response to local reports of abnormal non-construction land flow areas, we verified the abnormal non-construction land flow in more than 200 districts and counties by using the remote sensing monitoring results; we carried out the verification work of 2011 land and minerals law enforcement "non-new construction land"; we completed the verification work of "non-new construction land"; we also completed the verification work of "new construction land". The verification of "non-new construction land" was carried out in 2011; 84 cities with a population of more than 500,000 and 20 urban agglomerations were monitored for the expansion of urban construction scale, and the management information of the 2012 annual land use change survey was combined and compared to the marking; for the case of illegal land use in Tumurtle Banner, which was put under the supervision of the Ministry of Land and Resources, the verification of the case was carried out by using remote sensing imagery, and the whole process of illegal land use in the project area year by year was restored to provide real and accurate information for the investigation and handling of the case. It provides real, accurate and powerful evidence for the investigation and handling of the case.
Pilot inspection and evaluation of the development and utilization of unutilized land such as low hills and slow slopes and barren beaches
The overall idea and technical system of land conservation and intensive utilization evaluation were adjusted and improved, and the evaluation of intensive utilization of land in key cities, development zones, land for colleges and universities, as well as small cities was completed, so that the basis and conditions for serving a larger scope, a wider range of fields, and promoting conservation and intensive use of land at a deeper level were further strengthened; In-depth research on the summary analysis and transformation and application of the evaluation results of land use conservation and intensification was carried out, and the data of important evaluation results were refined and summarized, and the updated database results of land use conservation and intensification evaluation of 1,551 national and provincial development zones were formed for the first time; research on the ideas and methods of decomposition of annual land use plan indicators was carried out, and important references were provided for the decomposition of the Ministry of Land and Resources' 2014 annual land use plan. It has also drawn up elite forces to participate in the investigation of illegal land use cases, the inspection and evaluation of the pilot development and utilization of unutilized land such as low hills and slow slopes and barren beaches, and the field assessment of model counties (municipalities) in terms of land resources conservation and intensification, so as to train the team and enhance the ability of the personnel to stay close to the actual situation and deal with the problems.
Further improved and adjusted the technical system of land ecological condition survey and assessment, comprehensively carried out the ecological condition survey and assessment project in six key regions, completed the information extraction of basic land ecological condition survey indexes and regional survey indexes for 120,000 square kilometers, formed the basic data, drawings, database and technical specifications, further improved the comprehensive assessment method of land ecological condition quality and other technical methods, and proposed the China Land Resources Conservation and Utilization Field Assessment Methodology. It has further improved technical methods such as the comprehensive assessment method of the quality of land ecological conditions, put forward the technical framework and network system for the survey and assessment of land ecological conditions in China, and carried out the demonstration and application of key technologies with good results, which is of great significance for comprehensively changing the mode of land resources management and care and advancing the construction of China's ecological civilization.
Deepening the strategic partnership with land inspectors and law enforcement agencies, and optimizing the service work system. We provided all the 2012 remote sensing monitoring results of the areas under our jurisdiction to the nine local state land inspection bureaus, actively participated in the drafting of the Regulations on Land Inspection, and undertook research on related topics, further expanding the depth and breadth of our services to land inspectors; steadily pushed forward the observational and analytical work on the situation of land utilization and management, and completed the quarterly collection of data and writing of situation analysis reports; and summarized and analyzed the thematic materials reported by the land inspection bureaus based on a comprehensive review and analysis of the situation analysis. On the basis of summarizing and analyzing the thematic materials reported by the land inspection bureaus, two thematic situation analysis reports on typical low utility land in the inspection area and land policy research in the process of urbanization were completed. Meanwhile, in cooperation with the Office of the Chief Inspector General, it completed the adjustment of the monitoring index system, the revision and upgrade of the management information system and the national training, and the evaluation of the work of the national observation points, and other related work.
The level of policy research service for land resources management was significantly improved
Integrating talents, resources and data from multiple departments within the Academy, we fully supported the "Study on the Reform of Land Management System for Promoting Healthy Development of Urbanization". According to the unified arrangement of the Ministry of Land and Resources, the institute undertook and completed the writing of research reports on "Research on the Spatial Bearing Capacity of Land Resources", "Optimization of Urban Spatial Patterns and Layout in Development Zones" and "Protection of Arable Cultivated Land and Safeguarding of Farmers' Legitimate Rights and Interests". The State Council has revised and improved the research reports and specially reported them to the State Council, which has played a role as a decision-making basis for the State to formulate the new urbanization plan.
Implementing the spirit of the Third Plenary Session of the 18th CPC Central Committee, it has promoted reform research and policy refinement in key areas such as expanding the power of collective land, deepening the reform of land requisitioning system, management system of residential bases, and the establishment of a unified urban and rural land market for construction, etc. It has also carried out research on the top-level design of the land administration system, and studied and drafted a framework of the general idea of deepening the reform of the land administration system, and the results of the research have provided important references for the steady advancement of the reform of land administration system. Research on hot and difficult issues in land administration, such as land conservation and intensification, differentiated land use, economic compensation mechanism for arable land protection, policy on redevelopment of low-utility land, and management of annual land rent, was actively carried out, laying the foundation for accelerating the supply of new systems, and the ability to respond quickly to key and hot issues was further enhanced.
The release of major achievements has been regularized, and the influence of the achievements has been further expanded. China Land Price Index Report (2012) and China Land Policy Blue Book (2013) were published, and more than 20 mainstream media such as Xinhua News Agency and China Central Television continued to pay attention to the report, and the social response continued to be favorable, so that the authority of correctly guiding social opinion and objectively evaluating and predicting the direction of the land policy and the market was further strengthened. The "Dynamics of Geopolitical Research" is closer to the hot and difficult points of land management, and the authority and influence of the Planning Institute in the field of land policy and land market analysis have been further enhanced.
