Fang Haiguang is a professor of the Department of Educational Technology at Capital Normal University. Technology Department, and Chief Researcher of Smart Learning, Smart Learning Research Institute, Beijing Normal University.

Has experience in consulting, designing, developing and managing large-scale information system projects, and has completed several application systems in education, telecommunication and financial industries. He has presided over and participated in more than 10 projects of the National Natural Science Foundation of China, 973 projects, 863 projects, knowledge innovation projects of Chinese Academy of Sciences, youth innovation projects, Beijing municipal projects and international cooperation projects, etc. He went to OUC of Norway to conduct collaborative research on digital learning from June to July 2008, and won the award of "Outstanding Instructor" for student research in the academic year of 2007 at Capital Normal University.
