Huawei has eight research institutes in China:

8. Suzhou Founded in 2012, Suzhou Research Institute is committed to building Huawei's closest-to-customer, most experience-oriented, most open-to-innovation, and strongest industry competence R&D base, and is also Huawei's youngest research institute.

As early as 1999, Huawei had already set up a Russian math Institute to attract top Russian mathematicians to participate in Huawei's fundamental R&D.
