These two positions belong to two departments (unless a company puts them together and arranges the product manager to be the boss), and they are equal.

Only according to the project process, the product manager belongs to the upstream and the programmer is the downstream. Product requirements, design and planning are all formulated by the product manager, and development needs to be implemented according to the formulation of the product manager.

The two are not subordinate.
