At the forum, Mr. Wan Xinming, General Manager of China Automotive Engineering Research Institute (CAERI), as the representative of China New Energy Vehicle Evaluation and Regulation Center, was invited to attend the conference and deliver a keynote speech, expounding his deep thoughts on the current development situation and future path of new energy vehicle industry.

Constructing a scientific evaluation protocol for CEVE to address the pain points of NEV consumption
To improve product competitiveness and meet the needs of the consumer market, the first step is to understand what consumers care about the most.
According to the 2019 New Energy Vehicle Consumption Market Research Report by the China Association of Automobile Dealers (CAAD), the consumer market still has concerns about new energy vehicles, and range and safety are the main factors affecting the purchase of new energy vehicles, with range concerns accounting for 46% and safety concerns accounting for 26%.
Sharply reduced range and inconsistency with official publicity have become the hardest-hit areas of new energy vehicle complaints. On the other hand, according to incomplete statistics, from January to October 2019, domestic media reported 56 new energy vehicle fire accidents***, and the main causes of safety accidents were fire under pressure at the bottom of the battery, ? fire after immersion in water, charging fire.
In response to this issue, General Manager Wan Xinming said: In 2019, China Automotive Research officially launched the "China New Energy Vehicle Evaluation Procedure" (hereinafter referred to as "CEVE"), which answers the question of new energy vehicle performance through real-vehicle testing and big data analysis evaluation. CEVE is a new vehicle evaluation program. Over the past year, CEVE has evaluated three major dimensions of safety, energy consumption, and experience, as well as 10 secondary indicators, and has directly addressed the hot issues that consumers are concerned about.
One of CEVE's findings: NEV range has improved significantly
Consumers are now paying more attention to and complaining about energy consumption and range in new energy vehicles, not only because the range labeled on new energy vehicles is not equal, but also because the range varies a lot in different temperature environments.
In this regard, Wan Xinming, general manager of the speech, mentioned that based on these needs, in 2019, the China Automotive Research Joint Research Center has done a lot of mapping research on four sedans and three SUVs to conduct a single-vehicle driving test to increase the data of the test.

First of all, the driving range, the study results show that the vehicle WLTC working condition driving range >320km, can meet the majority of consumers daily driving needs. Also in terms of energy consumption, vehicle battery durability began to improve, 10,000 kilometers of battery energy and vehicle mileage decline is small. Battery decline <1% of the models accounted for 82.6%, mileage decline <1% of the models accounted for 71.5%. However, in low temperature (-7℃) and high speed (120km/h) conditions, the average mileage decline of 40%. CEVE Finding No. 2: Vehicle waterproofing and battery safety needs to be improved

General Manager Wan Xinming mentioned in this regard that, according to CEVE research, in terms of new energy vehicle safety, the whole vehicle safety protection and warning mechanisms are performing better; the bottoming test pass rate of new energy vehicles on sale is higher, and the battery bottom shell stiffness is higher. The consistency of the battery system is also better, but some of the vehicles also have poor low-temperature charging.
On the other hand is the vehicle waterproofing problem, in the 300mm wading evaluation, the battery pack waterproofing (IPX9) evaluation of insulation performance is good, but 43% of the vehicles appeared to be waterlogged, part of the vehicle failure. Therefore, the existing new energy vehicle waterproof measures and natural cooling battery system thermal management still need to be improved.
Finally, General Manager Wan Xinming also gave an important suggestion in the new energy safety: "We can take two dimensions from the single vehicle and big data, further in-depth study of the mechanism on the single vehicle side including the measurement and evaluation aspects, and hope to develop an early warning model and monitoring platform on the big data side".
