Ultimate Decode, Office, etc. are programs that are installed and inserted into the system, not in your personal folder, so they have no effect!
As for changing the path you mentioned, basically it won't work because there are quite a lot of files in a user folder and the path is complicated, so it's not recommended! You can absolutely create a new user and delete the original one!
