(a) The applicant must have the following conditions:

3. 4. The applicant must be the purchaser himself/herself or his/her spouse.
(2) The housing used to apply for the subsidy must have the following conditions at the same time:
1. The use of the purchased housing must be residential, including complete homes, non-complete homes, apartments, excluding commercial, office, etc.;
2. The way of acquiring the housing must be the market to buy, including the purchase of foreclosed properties, excluding inheritance, bequeath, analysis of property, transfer of the immediate family members, relocation and resettlement, Purchase of policy-guaranteed housing, etc.
3. If the purchased house is a newly built commodity house, the contract shall be completed, the contract shall be filed, the deed tax shall be paid, and the tax completion certificate shall be obtained; if the purchased house is a stock of housing (foreclosed house), the certificate of the right to own the real estate shall be obtained;
4. The housing for which the applicant applies for subsidy is the housing purchased for the first time by the applicant or his spouse through the market-oriented way in Zhengzhou City after he has reached 18 years old, and the time of purchase is within the period of 18 years from the time of purchase. housing purchased, and the time of purchase is after January 1, 2017 (inclusive).

Procedure
Young talents' first-time home purchase subsidies are accepted by the Municipal Housing Security Bureau and the housing security departments of counties (cities), Shangjie District, Zhengzhou Airport Zone, Zhengdong New District, Zhengzhou Hi-tech Zone and Zhengzhou Economic and Technological Development Zone all year round.
(A) Acceptance
Applicants will submit their declaration materials to the talent window of the housing security department or apply for the first-time home purchase subsidy for young talents in Zhengzhou City through the Zhengzhou Municipal Government Service Network and the Zhengzhou Haoban APP. Related Matters
1. 2. 4. The purchased house is not allowed to be listed and transferred if it is less than 3 years since the date of obtaining the real estate right certificate;
5. Young talents can only apply for the subsidy for the first time and the subsidy can not be combined with other housing security subsidies.
5. Young talents can only apply for the first-time home purchase subsidy once, and cannot enjoy it at the same time with other security policies;
6. The accepting units should actively promote the construction of informatization, relying on the Internet big data technology, streamlining the declaration materials that can be verified online, timely opening of the online acceptance and review channel, and gradually realizing the business of the first-time home purchase subsidy for young talents "online";
Young talents who graduated before April 14, 2022, are still subject to the "Implementation Measures for the Issuance of Subsidies for First-time Home Purchase by Young Talents in Zhengzhou City and Home Purchase by Talents with Non-Zheng Household Registry" (Zheng Zheng Zhengban [2020] No. 24), and those who graduated after April 14, 2022 (inclusive) are subject to the implementation of the present rules.
