Relying on the grassroots labor security platform, comprehensively register the employment situation of migrant workers with difficulties, collect information, establish and improve the employment assistance ledger, and further improve the pertinence and matching of employment assistance.

2. Further strengthen employment assistance for migrant workers in difficulty.

Improve the active service mechanism of key groups and bring odd jobs information into the scope of public employment services. For migrant workers with employment difficulties, special employment service activities such as "Employment Assistance Month", "Spring Breeze Action", "Private Enterprise Recruitment Month" and "Golden Autumn Recruitment Month" are taken as the starting point to guide them to participate in recruitment and job hunting, and provide free vocational guidance, employment introduction, matching people with policies and other services to help them achieve employment.

3. Further develop and expand public welfare posts.

Guide towns and villages to actively develop a number of public welfare posts, such as caring for the elderly and left-behind children, joint management of public security, rural road maintenance, forest protection, cleaning and greening, rural mutual happiness home management, village-level employment social security co-management, campus traffic maintenance, etc., and resettle those who have the ability to work but cannot achieve market employment, so as to give full play to the role of employment policy.

4. Further encourage enterprises to recruit employees with difficulties.

Enterprises that recruit migrant workers who have been registered as unemployed for more than half a year and sign labor contracts with a term of 1 year or more, and participate in the basic old-age insurance or unemployment insurance for enterprise employees, will be given a one-time employment subsidy according to the local minimum wage of one month per person. This measure will be implemented until February 3, 20221day.

5. Further encourage migrant workers with difficulties to participate in training.

Guide migrant workers with difficulties to actively participate in vocational skills training, master a skill and improve their employment skills. Those who have obtained the special ability certificates of various types of workers in urban and rural areas will be subsidized by 500 yuan/person, and those who are in short supply will be subsidized by 650 yuan/person; For those who have obtained vocational qualification certificates and skill level certificates, subsidies ranging from 700-3000 yuan/person are given according to the grades, and corresponding floating subsidy standards are given according to the regulations for those who are in short supply, with a maximum subsidy of 3900 yuan/person.

6. Further strengthen the social security of migrant workers.

Actively carry out the propaganda work of unemployment insurance policy, give full play to the function of unemployment insurance to prevent unemployment, and encourage unemployed people to enhance their confidence in re-employment. For migrant workers who are eligible to enjoy unemployment insurance benefits, we will continue to do a good job in the payment of routine living allowances such as unemployment insurance benefits, payment of basic medical insurance premiums and one-time living allowance for unemployed migrant workers.

7, to further strengthen the temporary assistance to migrant workers in difficulty.

For migrant workers and other uninsured unemployed people who are not included in the minimum living standard, civil affairs departments at all levels shall apply to towns and villages where they work or have permanent residence, and if they have no source of income for three consecutive months after verification by towns and villages and have not participated in unemployment insurance after verification by county-level human and social departments, they shall be given one-time temporary assistance according to the local minimum living standard of not less than three months. Trade unions at all levels organized actions to care for employees in difficulty, actively carried out normalized condolence activities in send warm, and gave relief of RMB1000-2,000 per household to families of employees trapped by the epidemic that met the conditions of temporary relief by trade unions.

8. Further protect the labor rights and interests of migrant workers with difficulties.

We will comprehensively unblock the channels for workers to defend their rights against unpaid wages, guide enterprises to strengthen labor and employment management, strengthen the source management of unpaid wages in the field of engineering construction, implement the core system of wage payment guarantee such as real-name management of migrant workers, special wage accounts, wages paid by general contractors, and wage deposits, and safeguard the legitimate rights and interests of migrant workers in difficulty according to law.
