Employees who have gone through the lease withdrawal business may apply for an appropriate increase in the monthly withdrawal amount of lease withdrawal due to COVID-19 infection, isolation observation due to epidemic prevention and control, and frontline medical staff's participation in epidemic prevention and control, and their financial resources are temporarily lost due to the epidemic, with the longest period not exceeding June 30, 2020.
Within the prescribed limit (the limit for the public housing rental service platform is 3,000 yuan/month, and the limit that does not belong to the online signing filing scope is 2,000 yuan/month), employees can apply for changing the monthly withdrawal amount through the official online channel of the Municipal Provident Fund Center.
According to the notice, before June 30, 2020, individual industrial and commercial households and their employees, flexible employees, etc. Voluntary deposit of housing provident fund personnel, due to epidemic reasons, can not be paid in full and on time housing provident fund, you can apply to the city provident fund center for holdover. Workers affected by the COVID-19 epidemic will not be able to repay their housing provident fund loans normally from February/KLOC-0 to June 30, 2020. I. Deferred payment by enterprises
(1) Scope of application
Before June 30, 2020, if the housing provident fund deposit enterprise cannot pay the housing provident fund in full and on time due to epidemic situation and other reasons, it may apply to Shanghai Provident Fund Management Center (hereinafter referred to as the Municipal Provident Fund Center) for deferred payment after discussion and approval by the enterprise workers' congress or the trade union.
When an enterprise that pays back the housing provident fund applies for holdover, it can apply for holdover of housing provident fund and supplementary housing provident fund at the same time, or it can only apply for holdover of supplementary housing provident fund, and the housing provident fund will be paid normally.
(2) Deferred payment period
The enterprise holdover period is from February to June, 2020. If the enterprise has remitted the housing provident fund in February, the deferred payment period is from March to June 2020.
(3) Application process
Enterprises can apply for holdover to the municipal provident fund center according to their own situation affected by the epidemic. Enterprises applying for holdover shall strengthen consultation with employees and trade unions, and after discussion and adoption by the employees' congress or trade unions, formulate a plan for repaying the housing provident fund during the holdover period in consultation with employees. The materials and repayment plans discussed and adopted by the workers' congress or the trade union shall be kept by the enterprise for future reference.
City Provident Fund Center provides enterprises with online application channels for deferred payment. Enterprises log on to Shanghai Housing Provident Fund Network (www.shgjj.com), fill in and submit relevant application information for deferred payment online, and promise that the application information is true and accurate.
(4) Review of deferred payment
After receiving the application for deferred payment, the management department of the municipal provident fund center where the enterprise housing provident fund account is located will contact the enterprise to understand the situation of the enterprise affected by the epidemic and the consultation between the enterprise and the employees. After the audit, enterprises can query the application audit results online.
(5) Time limit for handling
The city provident fund center will speed up the acceptance of the audit, and the processing time limit will be reduced from 10 working days to 5 working days.
(VI) Related business processing
The city provident fund center will not handle the outstanding payment of enterprises applying for holdover, and it will not affect the enterprise's credit investigation. During the enterprise holdover period, the deposit time of employee housing provident fund is calculated continuously, which does not affect the normal withdrawal and application of housing provident fund loans by employees.
During the holdover period, if any employee needs to apply for account transfer or account cancellation withdrawal, the enterprise should first apply for overdue payment, and then apply for employee account transfer or let employees apply for account cancellation withdrawal.
If the deferred enterprise's deposit method is entrusted deduction, the Municipal Provident Fund Center will suspend the entrusted deduction of the enterprise. After the expiration of the enterprise holdover period, the municipal provident fund center will resume the entrusted deduction of the enterprise.
During the holdover period, if the economic benefits of the enterprise improve, normal deposit can be handled.
(7) Subsequent deposits
After the expiration of the holdover period, the enterprise shall resume the deposit. For the housing provident fund during the holdover period, enterprises and employees shall work out a repayment plan through consultation. The overdue amount is calculated and determined according to the deposit base and deposit ratio before holdover. Payment can be made in one lump sum or in installments.
After the expiration of the holdover period, if the enterprise still needs to apply for holdover due to operational difficulties, it shall be handled in accordance with the relevant provisions of the Measures of Shanghai Municipality for the Administration of Reducing the Deposit Ratio of Housing Provident Fund or Holding Over Housing Provident Fund (Shanghai Provident Fund Management Committee [2018] No.7) and other difficult enterprises.
2. Deferred payment by voluntary depositors
(1) Scope of application
Before June 30, 2020, individual industrial and commercial households and their employees, flexible employees, etc., who voluntarily paid the housing provident fund, can explain the situation to the management department of the municipal provident fund center where the individual housing provident fund account is located and go through the formalities of stopping paying. You don't need to provide relevant supporting materials to handle the payment stop formalities.
(2) Deferred payment period
The deferred payment period of voluntary deposit is from February to June, 2020. If the voluntary depositor has paid the housing provident fund in February, the deferred payment period is from March to June, 2020.
(3) Review of deferred payment
If the voluntary depositor applies for holdover, the municipal provident fund center will complete the deposit on the spot after examination.
During the holdover period, the deposit time of the voluntary payer's housing provident fund is calculated continuously, which does not affect the voluntary payer's normal withdrawal and application for housing provident fund loans.
(4) Subsequent deposits
After the expiration of the deferment period, voluntary depositors shall resume their deposits. Before June 30, 2020, the depositor voluntarily went to the management department of the municipal provident fund center where the individual housing provident fund account is located to go through the formalities of making up the payment. You don't need to provide relevant supporting materials to handle the overdue formalities. If the overdue procedures are not handled, the time of housing provident fund deposit will not be calculated continuously since July 2020.
Three, extend the time limit for accepting part of the extraction business.
For the housing provident fund withdrawal business with acceptance time limit, such as house purchase withdrawal (acceptance time limit: within 5 years from the date of issuing the real estate ownership certificate or the original real estate ownership certificate), decoration withdrawal (acceptance time limit: from the date of approval by the district competent department 1 year) and early settlement loan withdrawal (acceptance time limit: within 3 months from the date of printing the early settlement certificate), if the acceptance time limit expires during the epidemic period, the acceptance time limit may be extended to upon the application of employees. The handling requirements of the above business are still implemented according to the original regulations.

(2) Affected by the epidemic, employees who are under great pressure to pay rent may submit the following supporting materials to the management department of the Municipal Provident Fund Center to apply for an appropriate increase in the monthly withdrawal amount:

(3) Proof of great pressure to pay rent:
Including lease contracts or rent invoices during the period affected by the epidemic.

1. If the employee applies for increasing the monthly withdrawal amount within the specified limit, if it is approved, the employee can check the monthly withdrawal amount online.
2. Due to the serious impact of the epidemic, employees apply for an appropriate increase in the monthly withdrawal amount. In the case of complete procedures, the management department of the central district of the municipal provident fund will accept it on the spot and settle it within 3 working days. The audit results will be notified to employees by SMS. After examination and approval, employees can withdraw housing provident fund according to the rent actually paid.
Fifth, reduce the deposit ratio.
Before June 30, 2020, enterprises affected by the epidemic and having difficulties in production and operation may apply to the Municipal Provident Fund Center to reduce the deposit ratio of housing provident fund to below 5% according to the Administrative Measures of Shanghai Municipality on Reducing the Deposit Ratio of Housing Provident Fund or Delaying the Payment of Housing Provident Fund (Shanghai Provident Fund Management Committee [2018] No.7) and other relevant regulations.
The application scope, application materials and application process are all implemented in accordance with the Administrative Measures of Shanghai Municipality on Reducing the Deposit Ratio of Housing Provident Fund or Deferred Payment of Housing Provident Fund (Shanghai Provident Fund Management Committee [2018] No.7) and the Operating Rules of Shanghai Municipality on Reducing the Deposit Ratio of Housing Provident Fund or Deferred Payment of Housing Provident Fund (Shanghai Provident Fund [2018] No.87). The city provident fund center will speed up the acceptance of the audit, and the processing time limit will be reduced from 10 working days to 5 working days.
Six, apply for housing provident fund loans
(1) Scope and conditions of application
Affected by the epidemic situation in COVID-19, employees and voluntary depositors who applied for deferring the housing provident fund from February to June in 2020 were identified by the Municipal Provident Fund Center. Deferred workers and voluntary depositors apply for housing provident fund loans, the deferment period is regarded as continuous deposit, and other loan application conditions remain unchanged.
(2) Application process
Delayed enterprise employees to apply for housing provident fund loans, the process remains unchanged; If the deferred voluntary depositor applies for the housing provident fund loan, it shall be handled with reference to the reconsideration process of the housing provident fund loan. Employees and voluntary depositors are not required to provide proof of holdover when applying.
Seven, housing provident fund loans overdue.

Workers who have not settled their housing provident fund loans are hospitalized or quarantined in COVID-19 for infection, and isolated observation is conducted to prevent and control the epidemic situation. If repayment is still difficult, the loan term can be reasonably extended. During the overdue period, the normal entrusted deduction repayment of housing provident fund loans and the repayment business already handled will not be affected.
(3) Subsequent treatment
After the expiration of the overdue period, the borrower shall return all the outstanding housing provident fund loan principal and interest, and perform the repayment obligations normally in accordance with the loan contract; If there is still overdue, it shall be handled according to the original provisions. If the borrower still has difficulties in repayment, it needs to apply for an extension of repayment again, but no later than September 30, 2020.
