1. Cars purchased by installment are not allowed to change color. Because you want to change your driving license, but the car registration certificate purchased by installment is not in the owner's hand, so the owner can't change his driving license, so the parties can't change their colors, otherwise the traffic police will be punished accordingly when they find it on the road.

2. Legal basis: Article 16 of the Regulations on Motor Vehicle Registration.

If a registered motor vehicle is under any of the following circumstances, the owner of the motor vehicle shall apply to the vehicle management office for registration of change:

(1) changing the color of the car body;

(2) Replace the engine;

(3) replace the car body or frame;

(4) Replacing the whole vehicle due to quality problems;

(five) the nature of motor vehicle registration has changed;

(six) the motor vehicle owner's household registration moved out or moved into the jurisdiction of the vehicle management office.

The owner of a motor vehicle shall, within ten days after the change, apply to the vehicle management office for registration of the change.

Second, is the car color-changing film illegal?

Car color change film is illegal. The automobile color-changing film shall be filed with the traffic management department of the public security organ for motor vehicle registration. Regulation of automobile color-changing film:

1. If the color of body paint changes by more than 30%, it must be registered for annual inspection. However, if the color of the film changes more than 30%, it is not prepared to file a case and conduct annual inspection.

2. For the car with discolored film, the traffic police said that "all cars were temporarily detained". To this end, the traffic control department also issued a reminder that spraying, pasting signs or body advertisements on motor vehicles must not affect safe driving;

3. If the domicile of the motor vehicle owner moves within the jurisdiction of the traffic administrative department of the public security organ, it shall be filed with the traffic administrative department of the public security organ where the motor vehicle is registered.
