Article 4 Property owners (including property owners) who have full capacity for civil conduct, buy or build self-occupied houses, have insufficient funds for renovation or overhaul of their own houses, and meet the following conditions may apply for entrusted loans from housing provident fund employees:
1. Pay the housing accumulation fund in full and on time in Xiangtan for more than one year and continue to pay it normally;
2. It has a real and legal purchase contract or agreement; The purchase of second-hand houses or houses in different places requires the transfer of property rights and the provision of deed tax payment vouchers; The construction (overhaul) of owner-occupied housing must have complete construction application procedures (or housing safety appraisal report) and construction budget; And the purchase, construction and overhaul of owner-occupied housing time is not more than one year;
3, there are more than 30% of the purchase, construction, renovation, overhaul housing costs of self-raised funds, and as a down payment;
4, have a good reputation and stable professional income, and have the ability to repay the loan principal and interest on time;
5. Not reaching the statutory retirement age;
6. Having the property mortgage or pledge recognized by the Center, and agreeing to handle the mortgage (pledge) registration formalities according to relevant regulations;
7. Agree to choose the repayment method specified in these Measures.
Article 5 If a loan applicant has applied for a loan entrusted by housing provident fund employees, his spouse may not apply for a loan entrusted by housing provident fund employees before paying off the principal and interest of the loan.
Article 6 Before applying for a provident fund loan, the loan applicant must continuously deposit the housing provident fund 12 months from the repayment month. If the unit pays the housing provident fund for the applicant for one year at a time after opening an account, it does not belong to paying the housing provident fund in full and on time.
Two, Xiangtan provident fund loan amount, duration and interest rate.
Article 7 If the borrower and his wife unilaterally (including unmarried) deposit the housing provident fund, the maximum loan amount is 6,543,800 yuan; If both parties pay the housing accumulation fund, the maximum loan amount is 6.5438+0.5 million yuan. The loan amount plus the deposit of housing provident fund shall not exceed 60% of the price of purchased and newly-built self-occupied housing (if the borrower and his wife pay the housing provident fund unilaterally, it shall not exceed 50%); 50% of the price of purchasing second-hand houses and overhauling self-occupied houses (no more than 40% if the borrower and his wife pay the housing provident fund unilaterally). At the same time, the loan amount shall not exceed 60% of the value of collateral or 80% of the value of pledge. If the housing provident fund is not paid in full according to the proportion stipulated in the Regulations on the Management of Housing Provident Fund, the loan amount shall be reduced accordingly. The maximum loan amount of Xiangtan County, Xiangxiang City and Shaoshan City is 654.38+10,000 yuan.
Article 8 The loan term shall be determined according to the actual situation of the borrower and family, and the longest term shall not exceed 20 years; The maturity date of the loan shall not exceed the statutory retirement age of the borrower.
Ninth loan interest rates in accordance with the provisions of the people's Bank of China; If the loan term is within 1 year (including 1 year), the principal and interest will be repaid in one lump sum at maturity, and the interest rate will not be adjusted if the legal interest rate is adjusted; If the loan term exceeds 1 year, in case of legal interest rate adjustment, the new interest rate regulation will be implemented on the following year 1 month 1 day according to the corresponding interest rate grade.
Third, Xiangtan provident fund loan process
Tenth housing provident fund employee housing entrusted loan procedures:
1. The borrower applies for a loan from the Center and provides the following materials and certificates:
(1) ID card and marital status certificate of the borrower couple and the mortgage (pledge) owner couple (unmarried certificate issued by the unit);
(2) Real and legal purchase contract or agreement (deed tax payment certificate), or a complete set of construction application procedures and construction budget for the construction of owner-occupied housing; And the down payment certificate of the total house price for purchase, self-construction and overhaul;
(3) proof of the borrower's family income in the three months before applying for the loan;
(4) loan mortgage (pledge) certificate;
(5) Other information required by the Center from the borrower according to the actual situation.
2. The Center investigates the legality, authenticity and safety of the loan application, reviews the mortgaged property, determines the loan risk, and approves the loan according to the annual use plan of the housing provident fund;
3, the borrower, the center, the entrusted bank signed the housing provident fund employee housing entrusted loan contract, the borrower for mortgage (pledge) registration (stop payment) procedures;
4. The loan funds allocated by the Center shall be transferred to the collection account provided by the borrower by the entrusting bank.
