For vehicle registration, you don't need a driver's license, you need the party's ID card, and the premise of residence registration in different places requires a local residence permit.

Provisions on motor vehicle registration:

Article 5 A motor vehicle owner who applies for a motor vehicle number plate and driving license for the first time shall apply for registration with the motor vehicle management office at his domicile.

Article 6 The owner of a motor vehicle shall go to the motor vehicle safety technical inspection institution to conduct safety technical inspection on the motor vehicle, and apply for registration after obtaining the certificate of motor vehicle safety technical inspection.

Motor vehicles exempted from safety technical inspection shall be subject to safety technical inspection under any of the following circumstances:

(a) domestic motor vehicles have not applied for registration within two years after leaving the factory;

(two) the motor vehicle imported by the customs has not applied for registration within two years after import;

(3) A traffic accident occurred before registration.

Before the registration of special school buses, safety technical inspection shall be conducted in accordance with the national safety technical standards for special school buses.

Article 7 Where an applicant applies for registration:

(a) the identity certificate of the owner of the motor vehicle;

(two) proof of the origin of motor vehicles such as car purchase bills;

(3) The factory certificate of the whole motor vehicle or the import certificate of the imported motor vehicle;

(four) vehicle purchase tax payment certificate or tax exemption certificate;

(five) motor vehicle traffic accident liability compulsory insurance certificate;

(six) proof of payment or exemption of travel tax;

(7) Other certificates and vouchers required by laws and administrative regulations when registering motor vehicles.

Motor vehicles that are not allowed to be imported by the customs and those exempted from safety and technical inspection as stipulated by the competent department of motor vehicle products of the state shall also submit the certificate of safety and technical inspection of motor vehicles.

The vehicle management office shall, within two days from the date of accepting the application, confirm the motor vehicle, check the rubbing film of the vehicle identification code, review the documents and vouchers submitted, and issue the motor vehicle registration certificate, license plate, driving license and inspection mark.
