In order to further play the role of the housing provident fund system, support the demand of paid employees for buying houses in different places, and protect the rights and interests of paid employees, according to the spirit of the Notice of the Ministry of Housing and Urban-Rural Development, the Ministry of Finance and the People's Bank of China on Developing Personal Loan Business of Housing Provident Fund (Jian Jin [2065 438+04] 148), the relevant issues concerning the development of personal loan business of housing provident fund in the whole province are hereby notified as follows:
I. Scope of implementation of off-site loans
The implementation scope of off-site loans includes the whole province and Yangling Demonstration Zone 10 Housing Provident Fund Management Center (including sub-centers).
Second, the loan conditions in different places
(a) in the housing provident fund management center and sub-centers (hereinafter referred to as the deposit center) for more than 6 months (inclusive), and the employees whose accounts are in a normal state can apply to the housing provident fund management center (hereinafter referred to as the loan center) for personal housing provident fund off-site housing loans when they purchase self-occupied ordinary commodity housing outside the jurisdiction where they deposit in the province.
(2) Qualification identification, approval requirements, loan amount, loan term, etc. Loans in different places shall be implemented according to the relevant provisions of the loan center.
(3) Employees cannot apply for two housing provident fund loans to the deposit center and the loan center respectively. Those who have applied for housing provident fund loans in the deposit center but have not paid them off can not apply for loans in different places during the repayment period.
Three. Procedures for handling off-site loans
(a) the loan center accepts the consultation of employees' loan business in different places and informs them of the audit materials required for the loan at one time.
(two) the loan applicant to the deposit center to submit the "housing provident fund loan application form". According to the authorization of the Application Form for Housing Provident Fund Loan in Different Places, the deposit center marks the housing provident fund account of the loan applicant and spouse, temporarily freezes other applications, and issues the Certificate of Employee Housing Provident Fund Deposit and Loan (Purchase in Different Places) to the applicant.
(3) The loan applicant shall submit an application to the loan center or its entrusted handling bank with the certificate of deposit and loan of employee housing provident fund (house purchase in different places), the application form of housing provident fund loan in different places and the materials specified by the loan center.
(four) the loan center accepts and reviews. The loan center verifies the employee information through the online inquiry system of the housing provident fund deposited in the center and the loan materials provided by the employees. If necessary, the depository center can be entrusted to assist in the relevant credit investigation, and the audit can be conducted according to the prescribed procedures, and the decision on whether to lend money can be made within 15 working days at the longest. If the loan is approved after examination, the loan formalities shall be handled according to the loan flow of the loan center, and the completion shall be fed back to the depository center; If the audit fails, the borrower and the deposit center will be notified within 5 working days, and the deposit center will issue off-site loans from the borrower and spouse's housing provident fund account within 5 working days.
Fourth, repaying loans in different places.
(1) After completing the loan formalities, the borrower shall repay the loan principal and interest on schedule according to the loan contract.
(2) The borrower can apply to the deposit center for withdrawing the spouse housing provident fund to repay the principal and interest of the loan every year with the loan contract and repayment details until the loan is settled. Workers in different places to withdraw housing provident fund for repayment of loan principal and interest, in accordance with the requirements of the deposit center extraction.

(1) The loan center and its entrusted banks are responsible for business consultation, acceptance, review, issuance, recovery, change and post-loan management of loans in different places. The source of funds for off-site loans is the housing accumulation fund of the loan center, and the loan interest income generated is owned by the loan center, and the loan risk is borne by the loan center. Once the loan obtained by the borrower providing false materials is discovered, the loan center has the right to cancel its loan qualification, recover the loan already issued, and investigate the responsibility according to relevant regulations.
(2) The deposit center should actively assist the loan center in collecting the loan application and collecting overdue repayment after the loan according to the convenience of collecting the housing provident fund for the loan workers in different places. If the borrower's repayment in different places is overdue for more than three periods, the loan center may send a letter of assistance collection to the depository center, which shall provide assistance and reply in writing to the loan center for collection; If the loan contract is terminated due to overdue loans overdue for six or more periods, the deposit center shall transfer the housing accumulation fund of the borrower and spouse to the loan center within 30 working days after receiving the court judgment and the notice of assistance in transfer.
(3) If the information provided by the depository center is untrue, which leads to the loan risk, the depository center shall repay the outstanding principal, interest and default interest of the loan to the loan center in one lump sum, and the loan center shall transfer the mortgage and creditor's rights of the corresponding loan house to the depository center.
(four) the deposit center should ensure that the housing provident fund for employees with off-site loans can only be used to repay the principal, interest and penalty interest of off-site housing loans. Before the housing provident fund loan is paid off, if the borrower's housing provident fund is interrupted or broken, the deposit center shall find out the reasons and inform the loan center of the relevant situation in time.
Work requirements of intransitive verbs
(a) the housing provident fund management center should improve the service network information system, provide business promotion, downloading related forms, information inquiry and other conveniences for the opening of loans in different places, make full use of new technical means such as networks and electronic information files to improve work efficiency and shorten the time limit for approval of loans in different places.
(two) the housing provident fund management center shall clarify the contact person for off-site loans and perform the duties of the contact person for off-site loans. If the contact person and contact information change, it shall be updated at the Provident Fund Supervision Department of the Provincial Housing and Construction Department.
(three) according to the spirit of this notice, the housing provident fund management center can formulate detailed rules for the implementation of local loans in different places, and report to the provincial housing and construction department provident fund supervision department for the record.
