There are two kinds of state-owned enterprises, central enterprises and local state-owned enterprises. Central enterprises are called "centrally managed enterprises". The simplest way to judge the corresponding administrative level of a unit is to look at the appointment right of the top leader. The top leaders are appointed by the Central Organization Department, the State-owned Assets Supervision and Administration Commission of the State Council or other ministries, that is, central enterprises; Local Party committees and SASAC appointed local state-owned enterprises.
Introduction of central enterprises
The central state-owned enterprises in China, referred to as "centrally managed enterprises" for short, refer to wholly state-owned or state-controlled enterprises whose leading bodies are directly managed by the Central People's Government (the State Council) or entrusted by the state-owned assets supervision and administration institution to exercise the responsibilities of investors, or entrusted by the Central Organization Department, the State-owned Assets Supervision and Administration Commission of the State Council or other central ministries (associations). According to the authority of state-owned assets management, state-owned enterprises are divided into central enterprises (state-owned enterprises supervised and managed by the central government) and local enterprises (state-owned enterprises supervised and managed by local governments). Central enterprises occupy a dominant position in major industries and key areas related to national security and the lifeline of the national economy, and are an important pillar of the national economy. In particular, it is pointed out that in China, apart from the central enterprises in a broad sense and a narrow sense, the responsibility of a single central enterprise in the process of national social and economic development is quite special. These central enterprises are directly managed by the State Council and belong to the ministerial level. [4]
