The "Notice" has unified provisions on loan policy, withdrawal policy and deposit policy.

For employees who have paid provident fund in Changsha, this notice clearly supports loans from different places. Open off-site loans to urban agglomerations in the middle reaches of the Yangtze River and off-site loans to Hunan Province. Workers who have signed the Convention on Cooperation of Housing Provident Fund Management Centers in Changsha Midstream Urban Agglomeration and paid housing provident fund normally in cities can apply for provident fund loans from Changsha Provident Fund Center when buying houses in Changsha. In other cities in the province, employees applying for off-site loans are accepted by provincial sub-centers.

According to the Convention on Cooperation of Housing Provident Fund Management Centers of Urban Agglomerations in the Middle Reaches of the Yangtze River, 20 cities in the Middle Reaches of the Yangtze River, namely Wuhan, Changsha, Hefei, Nanchang, Huangshi, Yueyang, Jiujiang, Huanggang, Zhuzhou, Fuzhou, Xianning, Xiangtan, Yichun, Yichang, Jingzhou, Xiaogan, Ezhou, Tianmen, Xiantao and Qianjiang, signed it together.

Changsha Housing Provident Fund Management Center pointed out that this adjustment has liberalized the off-site loans of urban agglomerations in the middle reaches of the Yangtze River and Hunan Province. This is the first time that Changsha has opened off-site loans since it completely stopped lending on 20181.

In the Notice, some changes have taken place in the loan conditions. Houses that have been cancelled by employees' families are not included in employees' family housing units, but if they apply for provident fund loans within two years of divorce, their marital property, whether allocated to borrowers or not, will be included in employees' family housing units as long as it is not cancelled; It is clear that the number of provident fund loans for borrowers and spouses shall not exceed 2 times (inclusive); The loan period can be calculated according to five years after the statutory retirement age, that is, men are extended to 65 years old and women are extended to 60 years old (the loan period for female technicians with senior titles and female cadres above junior level is extended to 65 years old).

However, if the existing housing property area of the employee's family exceeds 1.44 square meters, the loan will not be granted; If the employee's family has a loan guarantee from others in the personal credit information system and the provident fund information system and has not been settled, the loan will not be granted; Housing that applies for provident fund loans belongs to villas, businesses, commercial and residential uses, and loans are not allowed.

In addition, in terms of extraction policy, first, the restrictions on household registration and work place for buying houses, building, renovating, overhauling and repaying loans in Hunan Province were cancelled; Secondly, if you buy a second-hand house in a non-restricted area, you need to transfer the property right for one year and the property right has not been cancelled at the time of extraction before you can apply for house purchase and extraction.

The notice pointed out that the total amount of portfolio loans was determined through consultation between the Provident Fund Center and the commercial bank * * * *, and the maximum loan amount for the first suite did not exceed 70% of the total purchase price or the appraised value of the house, and the maximum loan amount for the second set did not exceed 40% of the total purchase price or the appraised value of the house.

Unified support for voluntary deposit of flexible employees in the deposit policy. Individual industrial and commercial households, freelancers, part-time employees and other flexible employees who are employed in Changsha can personally deposit the housing provident fund and open a provident fund account in Changsha Provident Fund Center.

This notice shall come into force as of February 20021year.
