Legal analysis: public officials can act as guarantors, but according to relevant laws and regulations, the following subjects cannot act as guarantors: First, state organs may not act as guarantors, except those who use loans from foreign governments or international economic organizations for lending with the approval of the State Council; Second, schools, kindergartens, hospitals and other public welfare institutions and social organizations may not act as guarantors. Therefore, as long as they are not the above-mentioned subjects and have the ability to pay, individuals as guarantors can provide guarantees. Therefore, the income of civil servants is stable, and personal property can be used as a guarantor to provide guarantee.

Legal basis: Article 683 of the Civil Law of People's Republic of China (PRC), an organ as a legal person may not act as a guarantor, unless it is approved by the State Council to use loans from foreign governments or international economic organizations for lending. A legal person not for profit or an unincorporated organization for public welfare may not act as a guarantor.
