County is a typical agricultural county and a well-known rich county in history. Now, due to the backward industrial development, "farmers are rich and finances are poor" has become a correct image summary. Under the new situation, how to seize the opportunity, deepen the reform of enterprise property right system, vigorously develop private enterprises, make private enterprises become the most vital and dynamic new economic growth point in the county, and realize the goal of "enriching the people and strengthening the county", this paper wants to talk about this problem in combination with my own knowledge.

First, the development status of county-level private enterprises

By the end of June, there were 384 private enterprises in the county, employing more than 6,900 people, with a registered capital of1.300 million yuan. In the first half of the year, the county's private enterprises realized profits and taxes of 4 1.6 million yuan, accounting for 9.22% of the county's fiscal revenue, and contributed 47.2 million yuan to gdp, with a contribution rate of 5. 1.2%. Among the 384 private enterprises, there are 4 industrial enterprises above designated size, accounting for only 0. 1 1% of the county's economy. As can be seen from the above situation, the development of private enterprises in our county lags far behind the developed areas and has become the main factor restricting the rapid economic development of our county.

Second, the problems existing in the development of private enterprises

1, the registered capital is generally low, and the scale expansion is very difficult. There are 384 private enterprises in the county, with a total registered capital of 65.438+700 million yuan and an average household size of 445,300 yuan. Among them, there are 7 enterprises with more than 5 million yuan, and only 3 enterprises with more than10 million yuan. Due to the small registered capital, on the one hand, enterprises have poor ability to resist risks in market competition and cannot stand big bumps; On the other hand, the trust of enterprises in economic communication activities is obviously low, and the credibility of striving for capital exchanges is poor, which restricts the rapid development of enterprises.

2. The product has low technology content and lacks market competitiveness. Most of the 384 enterprises are carton factories, brick factories, candied dates processing factories, peanut processing factories and flour mills. , are relatively low-level rough machining. The scientific and technological content of products is almost zero, not to mention traditional products or characteristic products, not to mention national famous brands that can represent the image and be competitive in the market. Only fengcun Cooking Machinery Factory has a certain influence in northwest China, but its scale is not large and its output value is not high.

3. Entrepreneurs have low quality and too much family management. Among the existing private enterprises, family management accounts for more than 90%, workshop production accounts for 70%, the education level of the person in charge of the enterprise accounts for 75%, the education level of junior high school and senior high school accounts for 265,438+0%, and the education level of junior college accounts for only 4%. At the same time, most entrepreneurs do not have a strong sense of learning modern enterprise management concepts, their thoughts are not emancipated enough, their pioneering spirit is insufficient, and they lack the ability to foresee market trends. All these fundamentally restrict its further development and growth.

4, enterprise product quality standard system is not perfect. Entrepreneurs' awareness of product quality is relatively weak, the research and development of enterprise product standardization production technology is lagging behind, the inspection and testing system is not perfect, and it is difficult for product quality standardization production and inspection to reach the standard, which leads to unstable product quality and affects the reputation and market competitiveness of enterprises.

5. The external development environment of private enterprises is poor. The problem of "three chaos" in individual law enforcement departments has occurred from time to time; Enterprises are greatly disturbed by the local people on the land, which affects the normal production and business activities of enterprises. Although the relevant departments coordinated the solution, the impact was extremely bad, which damaged the overall image of the county.

6. The development funds of private enterprises are seriously insufficient. County enterprises only rely on bank loans, and the financing channels are narrow. In recent years, the loan authority of state-owned commercial banks has increased. Except for ABC, ICBC, CCB and CCB's corporate loans are not authorized to county branches, while private enterprises are mainly concentrated in counties, and county branches cannot provide credit support. In addition, state-owned commercial banks implement a strict enterprise access system, and enterprises that fail to reach a certain credit rating will not be accepted by banks. In recent years, ICBC, CCB and CCB have zero credit investment in private enterprises, and their own funds are seriously insufficient, resulting in a serious shortage of funds needed for the development of private enterprises.

Third, some suggestions to promote the development of private enterprises

1, keep pace with the times, remove ideological obstacles and unswervingly support the vigorous development of private enterprises. Vigorously developing private enterprises is an inevitable choice to realize the goal of "enriching the people and strengthening the county" and an important way to build a well-off society in an all-round way. The 16th National Congress of the Communist Party of China clearly put forward "upholding and improving the basic system of public ownership as the main body and the common development of diversified ownership economies", which provided a political guarantee for us to boldly develop the non-public ownership economy. Therefore, governments at all levels and relevant departments should change their concepts, strengthen their sense of service, seize development opportunities and vigorously promote the great development of private enterprises.

2. Emancipate your mind and broaden your thinking. It is necessary to further relax the conditions and lower the threshold in accordance with the idea of "not prohibiting, but allowing" to provide space for fair competition and loose development for private enterprises. Support private enterprises to withdraw from state-owned enterprises and expand into high-tech industries. Encourage private enterprises to optimize the allocation of funds, talents, technology and assets through mergers, alliances and leasing of existing enterprises. At the same time, increase the investment in hardware facilities and the construction of software environment, change the external image, actively implement various preferential policies, and attract foreign investment with a wide range of caliber. As long as you are interested in investing and setting up a factory here, regardless of the nature and type of the enterprise, as long as laws and regulations do not prohibit it, we warmly welcome it and strive to form a pattern of private enterprises blooming and competing for research.

3. There should be a new breakthrough in the construction of entrepreneurs. The overall quality of entrepreneurs directly affects the comprehensive development prospects of a local enterprise. Therefore, it is necessary to further strengthen the training of enterprises and existing personnel at all levels, do everything possible to improve their comprehensive quality and exercise their ability to actively cope with the market economy. At the same time, there should be innovation in the introduction, development and training of talents. Foreign entrepreneurs and technical talents who are willing to come to the local area to engage in industrial development can be given preferential treatment in terms of wages, housing, children's employment and transportation; On-the-job cadres who volunteer to lead, start a business or work in private enterprises can adopt preferential policies such as the same position, salary and work unit, so that cadres can fully display their talents in private enterprises with confidence and boldness.

4. Create an efficient and high-quality development environment for private enterprises. Make great efforts to curb the "three chaos" behavior, improve and strengthen the system of listing protection for key enterprises and the system of enterprise commissioners, strictly implement the system of auditing by rectification departments and publicizing all inspection taxes and fees of enterprises, and resolutely put an end to repeated inspections, irregular inspections and diversification of law enforcement subjects on the same issue; We should vigorously carry out the construction of credit environment, establish the credit concept of "keeping promises, winning the trust of the people and breaking promises to the people" in the whole society, strive to create "integrity" and create a relaxed investment environment for the development of enterprises.

5. Give new functions to labor export, select and train a group of promising young people who are active in thinking, good at management and brave in innovation, and quickly cultivate and grow into local business entities. At the same time, the government should actively guide the export of labor services to form characteristics, and conduct necessary job training before the export, so that migrant workers can master certain labor skills, and at the same time, it is more important for them to emancipate their minds, change their concepts, undergo the baptism of the market, complete the initial capital accumulation, feed back their hometowns, and make contributions to the economic development of their hometowns.

6 vigorously cultivate learning, professional and pragmatic young outstanding cadres with high cultural quality, strong ability and good at studying economy. After the reform of rural taxes and fees, the focus of our work should be shifted, and the standards for reserving and selecting reserve cadres should also be adjusted. Efforts should be made to train young cadres who understand the economy and industry, and a number of expert leading cadres should be quickly formed in the county to promote enterprise construction and economic development, better promote local economic development, and strive to increase farmers' income.

7. Effectively solve the shortage of funds in the development of private enterprises. First, all financial institutions should actively promote to the superior bank, strive for the credit authorization of the superior bank, strengthen loan marketing, and increase credit support for small and medium-sized enterprises with products, sales and credibility; Second, according to the requirements of establishing and perfecting the modern enterprise property right system put forward by the Third Plenary Session of the 16th CPC Central Committee, we should encourage all kinds of capital flow and reorganization, and do everything possible to enrich enterprise capital. Third, establish SME loan guarantee institutions as soon as possible to create conditions for SME loan financing and expand the development space of county-level private enterprises.
