Since the freshmen enrolled in the fall of 2007, the state has implemented free education for normal students in six normal universities directly under the Ministry of Education: Beijing Normal University, East China Normal University, Northeast Normal University, Huazhong Normal University, Shaanxi Normal University and Southwest University.
