Article 7

Legal persons, other organizations or citizens who have the ability to pay off debts on their behalf may act as guarantors.

Article 8

State organs may not act as guarantors, except those who use loans from foreign governments or international economic organizations for lending with the approval of the State Council.

Article 9

Schools, kindergartens, hospitals and other public welfare institutions and social organizations shall not be used as guarantors.

So the public security organ can't be a guarantor, but the staff of the public security organ can still be a guarantor.
