All banking financial institutions shall agree with financial consumers on the offline delivery address, and financial consumers may voluntarily choose whether to agree to electronic delivery. Confirmation of the delivery address should be an important part of the main loan contract or credit card application form.
2. Clarify the scope of application and the signatory. Personal loans mentioned in this Notice include but are not limited to housing mortgage loans, personal consumption loans, personal business loans and credit cards. The confirmer of the delivery address should be the debtor, guarantor or credit card applicant of the personal loan to ensure the full coverage of the borrower and guarantor.
3. Fulfill the obligation of informing important matters. When signing the confirmation letter of the service address, all banking financial institutions shall clearly inform the confirmer of the applicable scope of the service address, the notification obligation after the change of the service address, the legal liability for inaccurate service address, and the electronic service has the same legal effect as the offline service. All banking financial institutions shall clearly inform the confirmers of the channels for changing the service address, and do a good job in the retrospective management of the service address change. Where a confirmation of service address is signed offline, it shall fulfill the obligation to explain and inform the confirmer of the above contents, and require the confirmer to confirm the informed matters; When signing the confirmation letter of service address online, it shall take reasonable system control measures such as compulsory reading time, page stay time, forced page turning to the end of the text, and pop-up prompts before and after submission, fulfill the obligation to explain and inform the confirmer, and keep the evidence of prompts.
4. Make electronic delivery confirmation seriously. If the confirmer agrees to electronic delivery, a reminder message should be sent to the mobile phone number reserved by the confirmer when sending relevant delivery materials. It is strictly forbidden to induce or deceive confirmers to choose electronic delivery or fill in electronic addresses that they do not own or control. For groups such as the elderly over 60 years old, offline distribution is adopted in principle.
