What are the criteria for identifying students from financially disadvantaged families in Beijing?

Some students who go to school in Beijing lose the right to go to school and receive education because of their poor families. Many schools have adopted a series of funding measures to help them. What are the criteria for identifying students from families with financial difficulties? Let me introduce it to you below:

1. Students from families with financial difficulties are divided into two categories: extremely difficult and difficult. (1)

(1) Identification criteria for students from families with particularly difficult financial circumstances:

1. Students who are orphans and have no financial resources;

2. A student whose father or mother has died and the surviving parent is a subsistence allowance recipient or lives in a national-level poverty-stricken county;

3. Urban students whose families are eligible for subsistence allowance;

4. Students whose parents work in farming and whose families are eligible for rural subsistence allowance;

5. Students whose family members are seriously ill or severely disabled and whose income is meager and need to pay large medical expenses, causing family financial difficulties;

6. Students whose families have experienced major natural disasters or sudden disasters in their area, and their families have been severely affected by the disaster, causing family financial difficulties;

7. Students whose parents both have no income or have low income due to laid-off, unemployment, disability, old age, etc., and whose family financial difficulties are particularly difficult;

8. Other students who have no financial resources to support their normal study and life.

Students who have one of the above circumstances and the funds that the student and his or her family can raise cannot meet their basic expenses for study and living are determined to be students with special difficulties.

(2) Identification criteria for students from families with financial difficulties:

1. Students who are single parents and have no fixed income for their immediate family members and whose families are financially disadvantaged;

2. Students who have one parent who is sick all year round and needs long-term treatment, and whose family has financial difficulties;

3. Students whose parents have a meager income due to laid-off, unemployment, disability, old age and other reasons, and whose family financial difficulties are relatively difficult;

4. Students whose families have no fixed income and two or more family members are receiving non-compulsory education, causing financial difficulties for their families;

5. Students whose families face financial difficulties due to other unusual changes or force majeure.

Students who have one of the above circumstances and the funds that the student and his family can raise cannot fully cover their basic expenses for study and living are identified as needy students.

2. In order to ensure the smooth admission of new students, the state has also sent out a series of "gift packages". (2)

The first big gift package: send two letters before summer vacation. On the eve of the high school entrance examination and college entrance examination, "A Letter from the National Student Financial Aid Management Center to Junior High School Graduates" and "A Letter from the National Student Financial Aid Management Center to High School Graduates" were released. The letters briefly introduced the national financial aid policy and how to seek help. In this way, we organize junior high schools and high schools in various places to send the letter to every graduating class student, and ask students to forward it to their parents, so that all students and parents in need can "take reassurance" early before entering higher education.

The second big gift package: send a financial aid briefing before the start of school. During the admission period for college freshmen, the Ministry of Finance and the Ministry of Education organized the printing of 9.475 million copies of "State Funding to Help You Fly—A Brief Introduction to Funding Policies for Undergraduate and Junior College Students" and organized all localities and colleges to distribute it to every admitted freshman with the admission notice. In this way, new students from families with financial difficulties have no worries about not being able to go to school.

The third gift package: extend the hotline service period. The Ministry of Education has opened a college student financial aid hotline for 13 consecutive years to provide policy consultation to students and parents and answer students’ questions. This year the hotline was opened 25 days earlier than last year, and the service period was extended from one month to 52 days (July 21 to September 10). At the same time, all provincial education departments and all central universities have fully opened hotlines for college student financial aid. Through the hotline, a point-to-point communication mechanism is established with the majority of students. Students from poor families can "find organizations" as long as they have financial difficulties in enrolling.

The fourth gift package: a series of measures to facilitate and benefit the people. During the process of national student loan processing, in order to facilitate students and parents, the Ministry of Education and the China Development Bank issued two emergency notices, clarifying measures to benefit the people in three aspects: First, it is clear that as long as students can provide their original high school , the certificate issued by any unit of the local village (neighborhood) committee or the township (street) civil affairs department can be used as the basis for the identification of family financial difficulties.

Second, all localities are required to set up township acceptance points, make appointments in advance, and stagger peak acceptance to further provide convenience for students; at the same time, they must increase the efficiency of loan processing through measures such as adding additional acceptance windows, adding more processing personnel, and opening special high-speed optical fibers. . Third, all colleges and universities are required to ensure that the "green channel" for new students' admission is smooth. Students who hold documents proving family financial difficulties issued by their high school can also apply for admission through the "green channel".
