According to document No.4 of Beijing Municipal Government Office [1999], the development and construction unit shall go to the Municipal Bureau of Land, Resources and Housing to handle the Beijing Affordable Housing Sales License, and the developer shall sell the affordable housing and implement the government price limit policy. Development and construction units can only adjust the prices of different floors and different houses within the maximum price limit. The specific procedure is:
(1) When residents purchase affordable housing, they shall go through the purchase formalities at the development and construction unit with the certificate of annual household income below 60,000 yuan issued by the unit or relevant departments, the permanent residence card of urban residents in this city, and the resident ID card.
(2) If a loan is needed, the buyer shall go through the mortgage registration procedures with the registered pre-sale (sales) contract of affordable housing at the housing and land administration department where the construction project is located, and the housing and land administration department shall complete the mortgage registration procedures within 15 working days after registration.
(3) Within 30 working days after the house is delivered for use, the buyer and the seller shall go through the formalities of property right transfer with the land management department of the house where the construction project is located, and handle the house ownership certificate. Among them, the purchase of affordable housing built by the unit using its own land shall be handled by the unit in the housing and land management department.
